Background

Food and Agriculture Organization (2017) mentioned that aquaculture saves
fisheries sector that contributes to 68% of total fish production and
government targets 22.46 million tons of aquaculture production in 2017
that allocated around 1.08 trillions to improve the aquaculture
production. Shrimp is one of essential aquaculture products in Indonesia
as the biggest shrimp player in ASEAN in supplying to oversees, especially
to US about 77,000 tons, Japan around 24,000 tons, EU countries around 16
tons and also goes to China. It explains on how shrimp plays important
role as income contributors to Indonesia.

Refer to the research finding related to Seafood Value Chain in Lampung
that Oxfam in Indonesia conducted previously, farmers or small holders are
the actors who got the lowest benefit along a shrimp value chain comparing
to other players such as industry. The issue of inequality is so much
important to show, as benefit as they got is not comparison able than
their big efforts to produce shrimps. It is clear to indicate that value
resulted by the industry makes the small farmers as more and more most
vulnerable. One of province in Indonesia where become shrimp basis, as
main commodity to be national production is East Java, as many shrimp
farmers and shrimp Industries located in this area. Therefore, the
understanding and analysis of inequalities in seafood value chains in very
important to get as knowledge for making upcoming policy recommendation
for related multi stakeholder.

Objectives

The main objective is to develop an understanding and analysis of
inequalities in seafood value chains in East Java, particularly with
respect to the following concerns:
Ø Distribution of cost and benefits among different actors/players
across the value chain
Ø Gender differentiated impacts of inequalities in value chains, as
reflected in gender wage gaps, gender discrimination and other
gender-specific labour issues
Ø Prevalence of slavery, poor labor conditions and migration related
issues in seafood value chains
Ø Environmental issues linked to the operation of seafood value
chains and their impacts on inequality and sustainable development
Provide bases for policy and program recommendations - Generate evidence,
data and information that can serve as bases for developing policy
recommendations aimed at addressing inequalities in the seafood value
chain.

We will conduct the research from 1 September 2017 – 31 October 2017

Skills & Qualifications

- Excellent proven experience in research and deep understanding
relating the value chain and food justice in Indonesia and global as the
content
- Proven ability to provide comprehensive and astute contextual
analysis to knit into one paper based on several previous researches
- Creative and obsessed with data analytics and constant product
improvement through the feedback.
- Able to work in a team work to collaborate with CSOs alliance to
identify bugs, issues and provide final sign off
- Proven ability to effectively manage workloads and meet deadlines,
be self-disciplined and have an absolute intolerance to plagiarism
