Operations Officer Position

Scope of Work
 POSITION: Operations Officer DUTY STATION: Jakarta, Indonesia with travel inIndonesia REPORTS TO: Senior Operations Manager OVERVIEW:The Operations Officer for Indonesia Country Office is under thedirection of the Senior Operations Manager/Chief of Party, to provide supporton financial, human resources, and procurement functions in order to achieveobjectives of the PQM program andensuring the adoption and implementation of relevant policies and procedures inaccordance with USAID and Government of Indonesia regulations, agreementsmanagement, accounting/budgeting, human resources, procurement, and audits asset by USP headquarters.
 MAIN RESPONSIBILITIES:
- Reviewjournal entries in the system to ensure accuracy and timeliness, and submit toHQ regularly, based on agreed schedule.
- Compileand analyze financial information to prepare financial statements; monthly andannual report for:

- Bank reconciliation
- Aging schedule of outstandingadvances and payable
- Monthly and annual financialreports
- Monthly and annual tax report

- Assistwith program budget preparation, monitoring, and analyzing monthly expendituresat activity level to identify variances
- Prepare/review budget together with program staff foreach upcoming activity, ensure accuracy, process for approval, and ensureappropriate advance/payment is made in timely manner.
- Assistwith payment of per diem and/or reimbursement of relevant travel expensesduring event.
- As assigned, review/prepare expense report, ensure it isprepared accurately and in line with the applicable policy and procedure, andit is settled in timely manner.
- Handle payments with appointed travel agent, monitorutilization, reconcile invoices, compile supporting documents, monitor balance,and ensure availability of deposit funds to settle relevant payment.
- Responsiblefor handling payroll, BPJS, and tax matters.
- Assistwith staff recruitment and benefits administration, including health insurance,leave, and timesheets.
- Asassigned, conduct procurement activities in line with USP and USAID policiesand procedures, and ensure all relevant supporting documents are in place.
- Assistwith procurement process, including identifying appropriate vendors, conductingvendor verification, coordination/verification of goods/services received.
- Ensureefficient filing systems for finance, human resources, and procurement areadopted
- Assistthe Senior Operations Manager with preparation and coordination of the auditprocess.
- Assistthe Chief of Party on travel arrangement/meeting arrangement and providelogistical support as required.
- Performother tasks as requested by the Chief of Party or the Senior OperationsManager. MINIMUM REQUIRED QUALIFICATIONS:


- Minimum S1 university degree in finance, accounting, tax, business administration/management, or other relevant field with a minimum of 6 years of experience performing similar duties in operations or in the areas of finance/human resources/procurement.
 Required Experience:
- Working experience in a USAID orother international donor-funded project in Indonesia is a must, in operations,finance/human resources/procurement.
- Hard working and attention todetail is essential.
- Excellent in Microsoft Office,Accounting Software, Indonesian Tax, and Banking System skills.
- Relevant knowledge and experiencein human resources and procurement.
- Excellent organizational,communication, and interpersonal skills.
