Launched
in early 2014, WRI Indonesia builds on WRI’s 20-year history in the
country and the official establishment of WRI Indonesia office has
strengthened our impacts on the ground in recent years. Our current work
primarily focuses on forest and land-use.. Over time WRI Indonesia aims
to expand its portfolio to include climate, energy, and city and
transportation. Therefore, it is important for the organization to
identify and put in place the research building blocks for achieving the
vision of WRI Indonesia supporting science- and data-driven decision
making at national and sub-national level.
This position will support WRI Indonesia's One Map Initiative and other projects in the regional offices.
Overview
The
overall objective of the One Map Initiative is to transform land use
decision-making processes to be open, accountable, and participatory.
WRI Indonesia will achieve this through catalyzing a unified and
transparent land use planning and monitoring system that is accessible
to all land use stakeholders. Through partnership with local
governments, civil societies and the private sectors, WRI Indonesia will
develop a model of engagement that could help implementation of one map
policy on the local level and could be scaled-up into the National
level.
The GIS / RS consultant will be based in Musi Banyuasin District and
responsible to lead the collaboration with district governments in
establishing one map pillars in district level. The responsibility will
include supervising and facilitating the compilation, integration, and
synchronization of geospatial data, management of geospatial database,
and providing technical assistance for local governments, civil
societies and the private sectors that it achieves intended targeted
impact on National One Map Initiative
Reporting
to the Land Use Accountability Manager of WRI Indonesia, he/she will
also contribute to the development of high quality research products
that are designed to inform targeted audiences and facilitate program
management necessary to achieve the intended targeted impact on National
One Map Initiative and other related projects in WRI portfolio. He/she
will coordinate with the WRI regional team in Palembang and other key
personnel of the projects, and also will liaise closely with the
partners implementing similar programs as well as relevant agencies of
the Government, local authorities, and civil society.
Responsibilities
GIS Technical Works (60%)
• Provide
expertise on Geographic Information System (GIS), remote sensing and
spatial database in technical and operational aspects to support WRI’s
One Map Initiative in district level.
• Provide
technical assistance and facilitate the compilation and integration of
geospatial data and information conducted by relevant agencies of the
District Government at the priority district.
• Working
with partners in Relevant Agencies to utilize GIS and remote sensing
data for provision of large scale thematic map of smallholder and
private concession in district level.
• Develop
technical procedure of compilation and integration of geospatial data
and information in accordance with the international and/or national
standard.
• In
collaboration with Local Authorities facilitate synchronization of
geospatial data to achieve the “clean-and-clear” and valid thematic
plantation geospatial information at the priority district.
• Support the management of geospatial database of relevant agencies of the Government at the priority districts.
• Provide
capacity building and technical assistance to relevant agencies of the
Government at the priority districts on spatial planning, sustainable
development, and/or other related thematic.
Project Management and Communication (40%)
• In
consultation with the Senior Program Leader, and WRI Indonesia Program
Managers, develop implementation plan of GIS related works to align with
WRI Indonesia’s implementation plan.
• Liaise
closely with Plantation Sectors (government, private sectors,
universities and CSOs) in priority district and in South Sumatera
Province.
• Liaise
closely with Sustainability Commodities Team of WRI Indonesia for
technical and operational aspect of smallholder and private sector
plantation.
• Liaise
closely with GIS Analyst/Programmer in WRI Indonesia for technical and
operational aspects of GIS, remote sensing, and spatial database
management.
• Support
the Program Manager, to actively communicate and liaise closely with
the partners implementing similar programs as well as relevant agencies
of the Government, local authorities, and civil society.
Qualifications
Required Qualifications:
• Legally able to work in Indonesia.
• Bachelor
degree in a related field, preferably with coursework in agriculture,
geography, information technology, forestry, spatial planning, natural
resource management, and/or urban and regional planning.
• Five
to ten (5-10) years of professional working experience in the field of
remote sensing and GIS, and able to demonstrate skills and knowledge to
perform this assignment professionally.
• Minimum
five years of experience in geospatial data collection from designing
field survey, executing and creating the final geospatial database and
maps.
• Minimum five years of experience in compilation and integration process of geospatial data and information.
• Minimum
five years of experience in remote sensing and geospatial data analysis
using ESRI ArcGIS, Quantum GIS, ERDAS, ENVI, eCognition, and/or other
related remote sensing and GIS applications.
• Minimum five years of experience working with local governments, civil societies and/or the private sectors entities.
• Fluent in Bahasa Indonesia and English.
Preferred Qualifications:
• Familiarity with One Map Initiative at national and local level.
• Familiarity with national Peatland Restoration activities in national and subnational level
• Experience in managing and supervising field/remote team
• Understanding
of, and able to operate field data equipment, such as GPS, haga
hypsometer, and/or Unmanned Aerial Vehicle (e.g. Drone).
• Understanding of, and able to manage geospatial database, web-based GIS, and/or information management system.
• Experiences
in developing capacity building materials and conducting trainings
related to remote sensing, GIS, and geospatial data analysis.
