Oxfam in Indonesia represents the Oxfam International (OI) Confederation 
through the Oxfam International Regional Platform (OI RP) for Asia, 
supported by different Oxfam affiliates with dedicated roles. Oxfam in 
Indonesia is aligned to and complements the global aspirations of the OI 
Confederation as outlined in the Operational Guidelines for realizing 
Oxfam’s 2020 Vision, and the Strategic Plan for the OI RP for Asia... The 
Country Strategy for Oxfam in Indonesia acknowledges, responds and adapts 
to new and evolving ‘drivers of change’ and the emerging context of 
Indonesia as a ‘middle income country’.
As we progress our intentions, all of Oxfam Indonesia’s programming will 
be informed and developed through a ‘partner-based model’ with the 
aspiration to realize ‘An inclusive, sustainable and resilient Indonesia 
in 2030’. Within this timeframe, the Oxfam in Indonesia Country Strategy 
2015 – 2020 vision of ‘People living equitably and free from injustice of 
poverty, enjoy their rights, and are resilient in times of disasters’ will 
still have relevance. Oxfam in Indonesia will bring about positive changes 
and impact as measured by the ability of women and youth to overcome 
inequality and realize their rights align with Oxfam’s goal of overcoming 
poverty, vulnerability and inequality with a focus on women and girls.
WHAT WE ARE LOOKING FOR: 
HEAD FUNDING (code: Head Funding)
Capabilities and competencies in developing, maintaining, and the 
implementation of a viable and sustainable funding and accountability 
strategy for Oxfam in Indonesia. These capabilities will include the 
ability to manage and grow Oxfam’s institutional funding from bi-lateral, 
multi-lateral and other sources, mobilize effective approaches for 
engaging the private sector, and the Government, and maintain adequate 
measures of accountability to donors and the OI confederation. This 
position will contribute significantly to Oxfam’s commitment to the 
localization agenda in Indonesia. This will entail working closely with 
Programme, Programme Support and the Programme Quality functions in 
mobilizing local, Regional and global resources for supporting Oxfam’s 
Partner Based Approach model for Indonesia. This position will manage 
internal and external relationships and related communications on behalf 
of Oxfam in Indonesia which result in resource mobilization. A key 
expectation is the ability to coordinate the work of specific cross 
functional teams in developing project and programme concepts and 
proposals in response to requests for expressions of interest and requests 
for proposals. Accountability and stewardship measures will include 
accurate and timely reporting, and the management of Oxfam’s systems for 
accountability (OPAL/CRIMSON). This is a key senior management position 
which contributes to deriving key conclusions which support organisational 
decision making. Required competencies are listening, humility, mutual 
accountability, systems thinking (in supporting the one programme approach 
for Oxfam in Indonesia) and, strategic thinking and judgment

JOB PURPOSE
The position will ensure Oxfam in Indonesia has a viable financial model 
underpinned by a funding strategy which contributes to the fulfilment of 
Oxfam’s strategic ambitions and aspirations for Indonesia as set out in 
its Country Strategy. The position will also ensure Oxfam in Indonesia 
demonstrates the accountability and stewardship required to maintain its 
credibility among key stakeholders such as donors, partners, the OI 
confederation, and communities and households. The position will be 
responsible for three key areas of work which are the management of 
institutional funding relationships, working with the private sector and 
the government to ensure inclusion of poor people in Indonesia’s economic 
and development growth, and maintaining systems of accountability and 
stewardship – reporting and related communications. The post holder 
ensures Oxfam’s decision making and deployment of capabilities is informed 
by funding trends, donor intentions, and the implementation of Oxfam’s 
Partner Based Approach in Indonesia. As a member of the Senior Management 
Team the post holder will participate in strategic decision making. 
KEY RESPONSIBILITIES
Contribute to the leadership and governance of the organisation as a 
member of the Country Management Team (CMT)      Contribute to developing 
and delivering Oxfam’s Country Strategy and implementation plan, taking 
action as required through the funding function to support its successful 
implementation.
Develop appropriate strategies and interventions that strengthen Oxfam’s 
ability to successfully fundraise.          ·   Provide strong analysis of 
the data to support CMT to make strategic decisions to deliver the Oxfam 
Country Strategy.  Ensure a viable funding model is established and 
maintained      to mobilize resources necessary to accomplish Oxfam’s 
ambitions.                                                           ·  
Set a ‘business development’ target and a plan to achieve it - Being 
accountable and realistic. Lead on building     a healthy funding pipeline 
for all programmes in Indonesia with a          strong focus on gender 
justice and gender main-streaming.           ·  Ensure the funding model 
meets the requirements of Oxfam’s organisational and operational needs 
based on strong business concepts (cost recovery, cost sharing, use of 
discretionary funds, use of collective resource allocation (CRA).          
                                                           ·    Contribute 
with CD and CMT, to ensure full cost recovery is built into programme 
funding proposals and influence donors to support a  sustainable funding 
model for Indonesia.                                 ·  Provide strong 
leadership on Business Development priorities.  This includes external 
representation and internal understanding of programmes to credibly engage 
institutional           donors, multi-lateral banks and the Private Sector 
and seek Commercial Bid leads for tendering and consortia opportunities.   
           ·    Enable a relevant ‘funding strategy’ to enhance donor 
confidence through communication of outcomes and mobilize local, regional 
and global resources to support ‘localization’          priorities. 
Demonstrate this capability with CMT and in dealings with Interested 
Partner Affiliates for Indonesia keeping OCS and country legal issues in 
mind.                                         · Ensure new growth of 
funding and manage secured funding, maintaining a satisfactory balance 
between both priorities.                                   ·    Establish 
and maintain excellent donor relationships with both institutional and 
other donors in Indonesia and outside via the Partner Affiliates ensuring 
Oxfam in Indonesia fulfil its           accountability.                    
                                                              · Coordinate 
and provide leadership to the development of high-quality concepts and 
proposals characterized by logical ‘theories of change’ promoting the ‘one 
programme’                      approach.               ·       
Passionately motivate both programme teams and PAs to develop strong 
quality proposals and be able to encourage good implementation and 
delivery. Ensure with Head PM and       Head PQP, high quality programme 
proposals that mainstream gender to a high level.                       · 
Establish a strategy and approaches that are effective in ‘partnering’ 
with the private sector based on outreach and coverage of poor and 
marginalized communities and households         in Indonesia optimizing 
Oxfam’s ‘Partner Based Model’. Lead on and deliver ambitious but realistic 
targets for diversifying funding sources in country and in coordination 
with PAs                and implement a clear plan (institutional donors, 
Tendering / Consortia mechanisms and working with Private Sector).         
                                                        ·       Establish 
and maintain an effective and sustainable strategy for engaging with the 
private sector, nationally and regionally, to support Oxfam’s localization 
agenda.                                            ·    Collate and share 
intelligence and information on donor trends, context and opportunities, 
including those of Partner Affiliates for funding, their conditionality 
and compliance          requirements.                              ·    
Coordinate the development of funding proposals together with Programme 
Management, Programme Quality, Business Operations and other stakeholders 
as relevant.                                   ·        Proactive 
establish strong and trusted consortia to access large bilateral, 
multilateral and commercial funding opportunities. Lead on and deliver new 
consortia-based funding as              per set targets.                   
  ·     Provide stewardship of Oxfam’s fund management and accountability 
systems (OPAL/CRIMSON) and ensure accurate and timely reporting, effective 
and efficient contract          management.
3.      Manage the performance of the Funding Function.                    
                   ·    Ensure staff is clear about expectations and is 
supported to develop and perform well, ensuring any poor performance 
issues are addressed swiftly and professionally when            required.  
                                                             ·  Manage the 
programme function budget to ensure spending is within limits and delivers 
the planned returns.
SKILL, EXPERIENCE AND KNOWLEDGE 
Essential
·       Ability to operate strategically and be credible and effective in 
a leadership role 
·       At least 5 years of programme concept and proposal experience, 
management of funding and relationship 
·       Capabilities and competencies in developing, maintaining, and 
implementing sustainable funding and accountability strategies.
·       Demonstrable experience of managing and growing institutional 
funding (from bi-lateral, multi-lateral or other sources), and mobilizing 
effective approaches for engaging the private sector and the Government.
·       Significant experience in managing complex donor relationships in 
line with Oxfam and their requirements. 
·       Competent with figures and funding models.  Broad set of 
management skills (financial, people management, technical) and competence 
·       Proven communication, facilitation and representational skills 
sufficient to engage staff and external audiences
·       Ability to operate and think strategically, coupled with proven 
analytical skills and the use of these to problem solve and make decisions
·       Results oriented, and not a ‘task manager’
·       Able to build strong and respectful relationships to work 
effectively in a multi-cultural environment 
·       Demonstrable behavioral competencies related particularly to 
strategic thinking and judgement, listening, decisiveness, relationship 
building, systemic thinking (in supporting the one programme approach), 
mutual accountability, and humility
·       Excellent organisational abilities with ability to work to 
deadlines and manage time well. 
·       Strong interpersonal awareness including diplomacy, tact, being 
able to work effectively with others, cultural sensitivity and respect for 
confidentiality. 
·       A good team member with excellent understanding of gender and 
diversity considerations within key areas of responsibility and commitment 
to addressing inequalities in the workplace and the programme.
·       Fluency in written and spoken English 
·       Strong computer literate
