During the past seven years, Indonesia has expressed its commitment to enhance the rights and opportunities of persons with disabilities by ratifying the UNCRPD, and a vibrant national disability movement has emerged, demonstrating its capacities by providing recommendations to the government concerning legal reform, raising awareness amongst the general public in some areas and setting-up networks across the country.

Still, there are important gaps between national commitments and local implementation in fulfilling these rights. Disability is not yet recognized as a significant and cross-cutting human rights issue in planning & budgeting processes, particularly at sub-national level and there is a lack of awareness from local decision makers and social service providers to develop inclusive initiatives and how to foster the participation of people with disabilities. Appropriate regulations at provincial and district-levels remain limited and enforcement mechanisms reflect the existing gaps between national and local levels in protecting the rights of persons with disabilities.

HI has been present in NTT since 2010 and has since contributed to the disability movement through various projects designed to enhance participation of people with disabilities in various topics of the development process including inclusive disaster risk management, inclusive education, and inclusive planning and budgeting process. A new project focuses on social economic inclusion as a full participation in the society and aim to seek increased participation and equal opportunities for traditionally excluded groups – such as women, vulnerable youth, people living in poverty and people with disabilities named “Building inclusive and sustainable economic growth through Civil Society Organizations (CSOs) participation” (BISEG Project) will be implemented in 6 districts in NTT with a local CSO, Perkumpulan Relawan CIS Timor (CIS Timor).

In order to implement the project goal, HI is currently looking for a project manager for its office in Kupang. S/he will ensure the timely and effective management and implementation of the BISEG Project as well as the efficiency, quality, impact and accountability, according to HI standards & donor’s criteria. S/he will also line manage 7 officers in 6 districs (Kupang, Alor, Belu, Manggarai Barat, Lembata, Sumba Barat Daya and Rote Ndao). The detail is as follows:

Position Title                : Project Manager
Location                       : NTT province
Closing date                : April 7, 2018
Basic Salary Range     : Rp 11.6 – 12.8 million IDR depending on objective weighting of candidate’s profile

The successful candidate is expected to start early May 2018 at the latest.

TASKS/RESPONSIBILITIES
Under the line management of the Operation Coordinator, the Project Manager will be responsible for the implementation across all sites (Alor, Belu, Manggarai Barat, Lembata, Sumba Barat Daya and Rote Ndao). The successful applicant must be willing to travel at least 50% of his/her time. The tasks in particular are:

1.    Ensure the project implementation
2.    Ensure the partner management
3.    Manage the logistical, administrative and financial matters related to project
4.    Ensure monitoring & reporting of the project
5.    Ensure the technical support needed by the project & lesson learnt documentation of the project
6.    Ensure the staff management
7.    Ensure the representation of HI in the working area

DUTY STATION: Project Manager will be based in Kupang with frequent travels to the sites and to Yogyakarta.

KNOWLEDGE REQUIREMENTS
*Master Degree in social sciences or economics or Bachelor degree in those field of studies with additional 4 years of working experience in livelihood
*Minimum 3  years of practical experience in managing development project
*Experience in long distant management
*Experience in working with multi-cultural/multi-
disciplinary teams
*Good knowledge of the disability sector in the Indonesia and/or NTT and/or willingness to work with people with disabilities
*Good knowledge / experience in local planning and budgeting process and timeline
*Proven knowledge of livelihood and economic development process
*Demonstrated experience in advocacy action and in-depth  knowledge of the Indonesian planning and budgeting process desired.

*Strong leadership skills
*Demonstrated team management skills (both on site and distance management)
*Strong analysis and writing skills
*Organized, creative, motivated
*Ability to deliver the required outputs and outcomes of a project implementation plan independently within time and budget and formulate solutions to challenges
*Demonstrable M&E experience
Ability in building capacity, including delivering trainings and coaching.
*Excellent networking skills
*Very good in computer and communication skills, fluency in MS Outlook is desired
*Fluent in written English

Initial contract will be for maximum 1 year with a possibility for renewal until the end of the project.
