to new and evolving ‘drivers of change’ and the emerging context of
Indonesia as a ‘middle income country’.

aspiration to realize ‘An inclusive, sustainable and resilient Indonesia
in 2030’. Within this timeframe, the Oxfam in Indonesia Country Strategy
2015 – 2020 vision of ‘People living equitably and free from injustice of
poverty, enjoy their rights, and are resilient in times of disasters’ will
still have relevance. Oxfam in Indonesia will bring about positive changes
and impact as measured by the ability of women and youth to overcome
inequality and realize their rights align with Oxfam’s goal of overcoming
poverty, vulnerability and inequality with a focus on women and girls.
WHAT WE ARE LOOKING FOR:
HEAD PROGRAMME MANAGEMENT (code: Head PM)
Effective Country Office management capabilities and supporting
competencies for the coordination, performance management oversight,
ensuring programme quality and financial efficiencies and overall
accountability for Oxfam’s programme and project portfolio in Indonesia.
These capabilities will result in Oxfam’s programmes and projects meeting
all agreed upon standards for institutional and social accountability.
Strategic and programme/project management and oversight skills to ensure
all of Oxfam’s work in Indonesia contributes to a ‘one programme’ approach
thereby furthering Oxfam’s strategic goal. Able to ensure Oxfam’s
programmes and projects in Indonesia are staffed in a timely and effective
manner, and programmes/projects are efficient in the use of inputs
(finances, Human resources and physical assets) to deliver on outputs.
Strong analytical capabilities to derive conclusions that inform decision
making at Country Office level.

JOB PURPOSE
Contribute, as a member of the country management team, to the successful
leadership and management of Oxfam in Indonesia. Build capability within
the team to ensure projects and programmes are increasingly delivered
through Oxfam’s Partner Based Approach in Indonesia, and demonstrate
‘value for money’ in the achievement of programme thematic outcomes.
Ensure Oxfam’s work in Indonesia demonstrates impact at scale, is
implemented through a ‘one programme’ approach, and meets all agreed upon
standards for institutional and social accountability. Inculcate a
culture of programme quality within the Country Office and Oxfam’s work in
Indonesia. Ensure harmonization of thematic objectives and outcomes for
coherence and consistency with Oxfam Country Strategy ambitions for
Indonesia. Ensure systems and processes for project/programme management,
human resource oversight and deployment, and timely and effective
reporting are in place and used.
KEY RESPONSIBILITIES
Contribute to the leadership and governance of the organisation as a
member of the Country Management Team (CMT) Contribute
to developing and delivering Oxfam’s Country Strategy and implementation
plan, taking action as required through the business support function to
support its successful implementation.
Develop appropriate programme strategies and lead appropriate
interventions to secure programme quality and impact at scale.
• Ensure ‘One Programme’ coherence through innovative approaches
informed by country office experiences and building on ongoing work.
• Provide oversight of and ensure adequate delivery of timely and
effective support to Project/Programme Management.
• Ensure the appropriate selection of partners and the development
of healthy and successful partnerships that secure added value to
programmes.
• Exercise accountability for achievement of Projects/Programme
aspirations and ambitions through informed programme design, and the
deployment of capabilities and
resources.
• Ensure effective analysis of Oxfam’s programme portfolio in
Indonesia to contribute to key programme decision-making (balanced use of
resources,
restricted vs unrestricted, level of effort of human and physical
resources).
• Ensure Oxfam’s project/programme portfolio in Indonesia has
integrated Programme Quality measures and demonstrates performance against
key
institutional and systemic key performance indicators.
• Anticipate, manage, and mitigate risks and liabilities which may
have adverse impacts and effects on Oxfam’s work.
• Mobilize effective influencing, networking and relevant advocacy
and campaigning on key programme issues and related risk analysis.
• Ensure the effective programme and project design which will
further the ambitions of Oxfam’s Country Strategy for Indonesia, and
ensure project and
programme continuity in line with the ‘one programme approach’.
• Negotiate with relevant stakeholders to accomplish mutually
beneficial outcomes. This includes the effective use of Oxfam’s Partner
Based Approach in
Indonesia.
• Ensure programmes and projects report effectively against donor
requirements and other stakeholders using relevant analysis of both
narrative and
financial information.
• Ensure organisational systems and tools are utilized to strengthen
institutional memory, knowledge management, and its transfer, and
communications.
• Ensure capabilities to mobilize relevant thematic technical
support (Influencing, Gender, and other areas as required), which includes
technical service providers and digital platforms, informed by
programme experiences – external engagement.
• Ensure all projects and programmes have effective capabilities to
deliver against projects and programme requirements (staff, technical
support, partnerships, consultancies, etc.) – internal
coordination and engagement.
• Help to create an environment for quality and innovation within
the function.

SKILL, EXPERIENCE AND KNOWLEDGE
Essential
· Ability to operate strategically and be credible and effective in
a leadership role
· At least 7 years of programme management experience, competent in
programme design and how to achieve impact at scale from programme
interventions
· Specific knowledge of programmatic themes such as livelihood,
climate adaptation, gender and diversity
· Proven analytical skills and the use of these to forward plan,
problem solve and make decisions in complex scenarios
· Proven communication, coordination and representational skills
sufficient to engage staff, drive change and influence external audiences
· Financially competent and with good people management skills and
competence
· Strong organisational skills and ability to work to deadlines and
manage time well and ability to innovate and share learning
· Relevant experience in managing complex donor requirements
· Able to build strong and respectful relationships
· Demonstrable behavioral competencies related particularly to
decisiveness, relationship building, systemic thinking, listening, mutual
accountability, enabling others, agility, complexity, and ambiguity, and
humility
· Strong interpersonal awareness including diplomacy, tact, being
able to work effectively with others; cultural sensitivity and commitment
to addressing inequalities in the workplace and the programme
· Fluency in written and spoken English
· Proven excellent management project cycle on system, database, etc
align with organization and donor's requirements
· Strong computer literate
