Final
Evaluation of the Promoting Green Skills for Youth Economic Empowerment  (ProGreen YEE) in Eastern Indonesia Project

Plan
   International Indonesia, March 2018

Plan
International  Indonesia is an independent child rights and humanitarian organization
committed to children living a life free of poverty, violence and injustice.
We have been building powerful partnerships for children for more than 75
years, and are now active in more than 70 countries. In Indonesia Plan
International has been working since 1969 and currently works in 7 provinces
and sponsors more than 40,000 children.

Plan
International Indonesia has been implementing a three year project called Promoting Green Skills for Youth Economic
 Empowerment (ProGreen YEE) in
Eastern Indonesia to increase capacities of youth in green skills for
economic empowerment, and primarily targeted disadvantaged youth aged 15-29,
especially young women. The project reaches out to young people in the
districts of North Central Timor and South Central Timor, which run from July
2015 to June 2018 to develop eco-friendly horticultural production businesses.
During the execution of the project there have been many activities undertaken
at both decision-making and youth levels.

Plan
Indonesia seeks to procure the services of an independent, external consultant
to design, plan and conduct a rigorous final evaluation. The project’s
effectiveness, efficiency, outcomes and impact evaluation will be based on the
indicators in the log-frame and gender equality program criteria. The
evaluation will measure the project’s contribution to young women’s economic
empowerment through enhancing their individual and collective entrepreneurial
capacities as well as their technical knowledge in sustainable horticultural
practice, aiming at increased self-employment through establishment of
market-oriented micro-enterprises and finally resulting in increased income
 generation.
