Background
UCLG ASPAC is the largest regional section of United Cities and Local
Governments (UCLG), an amalgamation of International Union of Local Authorities
(IULA), United Towns Organisation (UTO), and World Association of the Major
Metropolises (METROPOLIS). UCLG was
established on 1 January 2004 and is headquartered in Barcelona, Spain.
Following this unification, UCLG ASPAC was established in Taipei on 14 April
2004, as the new entity of IULA ASPAC. UCLG ASPAC’s Secretariat is based in
Jakarta, Indonesia.
UCLG is a worldwide association of local governments and the
officially recognised voice of local governments by the United Nations. UCLG
ASPAC has linkages to more than 7,000 cities and local governments. It
represents well over 3.76 billion people - more than half of the world
population - and incorporates economically fast developing countries such as
China, India, and Indonesia.
UCLG ASPAC is the key knowledge management hub on local government
issues in the Asia-Pacific region. It promotes democratic local government,
supports cooperation between cities, local governments and their associations,
and facilitates programmes, network and partnerships to develop the capacity of
local governments and the associations. Moreover, UCLG ASPAC represents local governments
politically within the international community, and with the United Nations and
its agencies. It also promotes inclusive
societies which safeguard equality, social and economic justice, and
sustainable development. UCLG ASPAC is
engaged in all relevant thematic fields for nurturing sustainable development
comprising local economic development, climate change, disaster resiliency,
culture, strategic planning, decentralisation, municipal finance, gender
equality, women leadership and empowerment and good governance.
Following the expansion of its Secretariat and to support the
increased cooperation of cities and local governments, UCLG ASPAC is inviting
professional and dynamic people to fill in the newly opened positions. UCLG
ASPAC is recruiting the Head of Division of Communications and Members Services
for a one-year (1) period with possibility of extension, based on satisfactory
performance. The Post is assigned to lead and guide the Secretariat’s team
members in promoting UCLG ASPAC, developing strategic communication and members
services plan for the organisation. S/he
will lead and participate in the statutory process of the organisation and
execute the plan by engaging other divisions to ensure the achievement of
vision and mission of UCLG ASPAC.
The post will have strategic and decision making responsibility and
report directly to the Secretary General.
Objective and
goal:
- To be responsible in developing and implementing the short, mid- and long-term communication and members services strategies and plans of the organisation;
- To be responsible in assessing the members needs including training and capacity building programmes, and ensuring the best and satisfactory services to members;
- To be responsible in developing, executing and expanding UCLG ASPAC media and communication programme, including (but not limited to) publications, website development plan, public and private sector’s engagement, social media strategy, funds raising and media engagement;
- To be responsible for the deliverables and quality control of UCLG ASPAC publications and knowledge products which include content planning and production of media and communication materials;
- To be responsible in promoting the organisation to potential members and media;
- To coordinate with other Divisions in capacity development programmes for members;
- To supervise the works of sub-office desk coordinators located outside Indonesia;
- To be responsible in organising the statutory meetings of the organisation..
The Head of Communications and Member Services Division will be
supervised by UCLG ASPAC Secretary General, and will be supported by coordinators and officers.
S/he will undertake the following tasks:
A.
Managerial duties:
1.
Develop and implement an integrated
strategic Communication and Members Services plan in line with vision and
mission of the organisation;
2.
Manage the entire operation of the Communications and Member Services Division;
3.
Play a leading role in the production of promotional packages of the
organisation and be responsible in public engagement and promotional activities;
4..
Be a focal person in developing branding manual and its
implementation;
5.
Be responsible in implementing and evaluating members’ needs;
6.
Be responsible in mapping potential members
and developing and implementing strategies for new members’ recruitment;
7.
Be responsible in building up relationship
with local and international medias as one of tools of promotion;
8.
Be a leading person in preparing UCLG ASPAC
Executive Bureau, Council and General Assembly Meetings and taking initiative in
proposing a B to B meetings and/or other related events;
9.
Be a focal point in liaising with UCLG
World and other regional sections for relevant information and/or programmes that
relate to member’s interests and needs;
10.
Develop media advocacy strategies activities through training, provide
good quality of information, analyse and facilitate sharing experience and
learning amongst local governments and their partners;
11.
Take a lead in promoting the organisation to potential members, partners
and the media;
12.
Be a focal point in conducting regular
evaluation within division to measure its programmes implementation and drawing
the improvement needed;
13.
Be responsible in developing and
conducting fund-raising activities in expanding the activities of the Division;
14.
Be responsible for the website management
and development and its usefulness;
15.
Perform any other duties as
required from time-to-time as assigned by the Secretary General;
B.

Mentoring and developing staff using a supportive and collaborative
approach on a consistent basis.
Qualifications:
v Education:
-
Master’s degree in development studies,
communication and/or related fields.
v Experience:
-
Minimum 15 (fifteen) years of professional experience in communication
and capacity
development and working in a similar position in
an NGO and/or an International Organization;
-
Has extensive management experience;
-
Has experience
in working in an international environment, respecting different cultures and
nationalities;
-
Demonstrates
experience working with local governments, multi-donor agency and/or
development partner.
v Language:

Fluency in
written and spoken English and Bahasa Indonesia.
v Computer skills:

Advanced computer skills, particularly MS
