SUMMARY/DESCRIPTION:
The
LINKAGES Community-Based Services (CBS) Technical Officer will provide critical
technical and management coordination oversight to the LINKAGES 90-90-90 CoPTC
Technical Performance Team in Papua. The position will support 90-90-90 performance team to strengthen the Papua program
to develop, trial and manage intervention models/strategies that improve HIV
service system functioning across CoPTC. The Technical Officer will work
closely with a variety of stakeholders at the provincial and district levels,
and will collaborate with all LINKAGES technical and programmatic staff in
Papua.
The
position will be based in Wamena Papua. Indonesian nationals are encouraged to
apply. Suitably qualified candidates
openly living with HIV and/or who are representative of the key populations
affected by HIV are also actively encouraged to apply.
DUTIES AND RESPONSIBILITIES
· Liaise
and consult regularly with the relevant local authorities, community leaders,
religious leaders and tribe leaders and other stakeholders where appropriate,
in relation to the planning, designing and implementation of the community-based
activities in the assigned area
·
Audit of district-level outreach
resources and review of fixed and mobile testing practices.
·
Identify of other resources, such as
health cadres and religious associations, which can help augment outreach
coverage.
· Develop Innovative
HIV prevention interventions for comprehensive HIV/AIDS information and
education to the vulnerable, most at risk, youths in and out of school and the
general population particulary in the highland.
·
Collaborate and network with relevant
partners and stakeholders to enhance service delivery to the community
·
Assist targeted highlands DAC/DHOs to
identify all available/ active outreach resources in their respective areas..
·
Orient district and provincial
partners on promising outreach models that may help increase PLHIV case finding
in remote areas.
·
Provide targeted programmatic and
technical support to roll out interventions, including assistance for the
development of tools and M&E materials; ongoing capacity development; and
management, and monitoring of first 90 activities.
·
Provide leadership using participatory community methods
to improve the communities’ understanding of HIV/AIDS and their role in care
and support of the infected people.
·
Develop strategies to reduce or eliminate stigma and
discrimination related to HIV/AIDS.
·
Work closely with Challenge TB to help
targeted DHOs extend PITC services to TB clients and to intensify mobile
testing as per 90-90-90 targets, using resources from the Government or GFATM.
·
Work with Community Health workers and
caregivers (cadres) to provide home-based care and psychosocial support to
persons living with HIV/AIDS (PLHIV.
·
Monitor progress against First 90
program deliverables, goals and objectives.
·
Report regularly to the CoPTC Coordinator
and Papua Fast-Track Coordinator on progress and status of LINKAGES First 90
activities in Papua.

Perform other relevant duties as
assigned.
QUALIFICATIONS
·
Broad
knowledge of the continuum of HIV prevention, care and treatment in the
Indonesia context, with recognized technical capacity in differentiated HIV
testing area.
·
Understands
the HIV-related needs of general population groups in Indonesia, including high
risk men and women, female sex workers, men who have sex with men, and
transgender individuals and has worked to support and implement activities to
reduce stigma and discrimination.
·
Proven
capacity building skills and project coordination experience.
·
Sensitivity
to cultural differences and understanding of the political and ethical issues
surrounding public health issues among general and key populations in Papua..
·
Excellent
communication, diplomatic and negotiation skills.
·
Ability
to meet deadlines with strong attention to consistency, detail, and quality..
·
Ability
to travel within country or region and internationally if needed.
MINIMUM
REQUIREMENT STANDARDS:
Education/Experience:
· Bachelor degree in
management, public health, or social sciences, and at least five years of
experience with NGOs or funding organizations involving HIV program
implementation and coordination.
·
At
least 5 years of demonstrated community-based services technical expertise,
with substantial HIV programmatic experience with high risk men and women.
·
Proven
experience in program implementation, capacity building, and reporting in the
Indonesian context.
·
Proficient
in both written and spoken English language and fluent in Bahasa Indonesian..
