Position Title: Procurement and Operations Manager

FHI 360 is currently recruiting for the position of Operations/Procurement Manager for the USAID-funded Indonesia Civil Society Initiatives Support program. This program will empower civil society to strengthen democratic governance in Indonesia.  It will focus on civil society at the local level (district level and below), where state ideology, public service delivery, and associational life often mix in unpredictable ways.

JOB SUMMARY:
The Procurement Manager is responsible for the day to day oversight of all activities related to the procurement of goods and services, including consultant services for the office.  The Procurement Manager will also serve as the main point of contact and provide day to day oversight for procurements and facilities of all the field offices.   

DUTIES AND RESPONSIBILITIES
·       Oversees and maintains all service contracts, consultant agreements, and leases/operational requirements for all FHI 360 Indonesia offices.
·       Tracks all contracts, consultant agreements and other procurements to ensure closeout, renewals or rebids happen timely.
·       Monitor concerns and address technical staff's questions regarding contracts and client compliance; advise and take corrective action.
·       Maintains all procurement files, including all necessary documentation, for goods and services, consultants, grants and subcontracts and any other contract or agreement, with the exception of employment agreements.
·       Takes the lead on training staff on any FHI 360 procurement processes and policies as well as local laws and best practice around procurement.
·       In collaboration with the operations team, works to take the lead in developing of policies and procedures for staff and functional areas.
·       Oversees inventory for all offices, taking the lead to ensure inventory count is complete for all offices in accordance with the operations manual.
·       Manages purchasing or logistics pertaining to relocation of Indonesia expat employees.
·       Performs other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES, EXPERTISE AND COMPLEXITY
·       Articulate, professional and able to communicate in a clear, positive manner with clients and staff..
·       Comprehensive knowledge of procurement standards and practices.
·       Working knowledge of company policies and procedures regarding procurement, consultants, and contracts.
·       Ability to work independently and manage processes and deadlines with limited supervision.
·       Excellent at working in team settings.
·       Possess good planning, organizational, and interpersonal skills.
·       Ability to analyze information and exercise judgement when making decisions within the context of established policies and procedures.
·       Proficiency in computer software applications e.g. MS-Word, MS-Excel, MS Outlook and MS-PowerPoint.
·       Must be a self-starter with attention to detail.
·       Familiarity in working with international organizations and USAID regulations.


TYPE AND NATURE OF CONTACTS

·       Regular contact with consultants and vendors.

·       Collects and analyzes information provided by vendors.
·       Regularly negotiates with vendors on terms and price for goods or services.
·       Provides support to staff for all aspects of procurement process.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

·       Usual office working conditions.

MINIMUM REQUIREMENT STANDARDS:
·       Bachelor's Degree or its International Equivalent in business administration or related field.
·       Typically requires 10 minimum years of procurement experience.
·       Prior experience (minimum 5 years) working on USAID funded programs (contracts and/or Cooperative Agreements) a requirement.
·       Working knowledge of office software, including WORD, Excel, PowerPoint, and Outlook.
·       Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian and English.
·       Experience of establishing strong working relationships with colleagues from different organizations and cultures.
·       Ability to meet deadlines with strong attention to consistency, detail, and quality.
·       Ability to travel within country if needed.

Position Title: Finance Manager

Overview:

JOB SUMMARY/DESCRIPTION
Provides daily oversight of the activities of the financial analyst staff, including review and approvals for daily transactions.  Provides relevant fiscal information to executive or senior management team. Assists with development and management of internal financial audits. May develop formal reporting system to communicate results of audit activities to management and regulatory compliance agencies. Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required. Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources.

 DUTIES AND RESPONSIBILITIES:             
·       Review of all financial transactions for assigned portfolio to ensure transactions are recorded timely into the accounting system and reviewed for accuracy and completeness.
·       Reviews and approves monthly close financial reports for submission to Corporate Accounting.
·       Provides recommendations and consults with management on financial projects and compliances.
·       Perform review of project expenses and review all documentation related to VAT-exemption requests.  Update and maintain internal control system for all VAT related transactions and exemption requests.
·       Provide administrative, financial, accounting and other technical assistance as required to FHI staff.
·       In collaboration with senior finance and operations staff, reviews implementing partner budgets (as needed) for correctness and verify that budgets conform to FHI and donor regulations.
·       Supervise the daily work of finance staff.
·       Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.
·       Builds and trains staff on financial policies and procedures.
·       Performs other duties as assigned.

QUALIFICATIONS
Education/Experience:
·       BS/BA in Business Administration, Finance or Accounting or related field, and 5-7 years’ relevant experience in a business setting.
·       Proficiency in spreadsheet software required
·       Prior experience working with international NGO’s and USAID funded programs required.
·       Experience working with grants program preferred.
·       Must be able to read, write and speak fluent English
·       Deltek Costpoint enterprise software system experience is preferred
·       Working knowledge of office software, including Word and Excel.
·       Must be well organized, self-starter with attention to detail.
·       Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian and English.
