Yayasan Plan International Indonesia Job Vacancy : Cash Transfer Programme (CTP) in Emergencies Specialist

 
Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  
Due to organizational  Emergency Response Project,  Plan Indonesia is looking for  dynamic staff  to be based in Palu for the position:
Cash Transfer Programme (CTP)  in Emergencies Specialist – Contract Based
The CTP Specialist will be deployed, often at short notice, as a surge capacity to support a CO respond to a particular emergency.  The CTP Specialist will help in the design, implementation and monitoring of cash based programs in Plan International’s emergency and recovery programmes, ensuring that objectives are met through the effective and efficient implementation of cash / voucher based programs. Lead and/or manage assessments (including market analysis) which feed in to programs design
                                                              
Key Responsibilities Ensure all CTP interventions have a particular focus on addressing the specific needs of young/ adolescent girls and young women. Provide sectoral leadership and expertise in conducting need assessments including market assessments. Support and develop design of cash programming proposals that contribute to Plan International’s gender transformative programming and that are in line with donors approaches to CTP. Represent Plan International at relevant clusters, cash working groups, workshops, seminars, meetings and other events related to cash based programming. Provide CTP training with a focus on gender and effective community outreach. Undertake frequent field visits to affected areas to monitor the implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training or other. Design and undertake Post Distribution Monitoring (PDM) within two weeks of cash transfer and analyse the results for improved programme design.Ensure CTP activities adhere to technical standards including SPHERE, CALP and cluster recommendations.Work with sector leads to consider cash as a modality of response. Contribute in documenting Plan’s CTP experience, lessons learnt and case studies
Requirements:
Education: Minimum bachelor degree in related field (education, economics, management, social development, psychology and any other related field) Knowledge and Skill: Knowledge of international humanitarian standards and codes of conduct.Experience of working in humanitarian settings. Experience in the design, implementation and evaluation of in-kind food, cash and voucher transfers. Good working knowledge of WFP, ECHO, USAID, EU, AusAid, CIDA, DFID and other donor guidelines.  Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies. Skills Strong team management, staff capacity building and motivation skills in teamwork and networking. Strong analytical skills: secondary/primary data analysis. Excellent skills in donor proposal / report writing. Proven knowledge in targeting methods in Cash/voucher programmes. Knowledge on tackling inequality and exclusion. External representation and communication skills, including ability to facilitate and lead group meetings and working groups. May be required, to work during late hours, weekends and holidays in order to ensure timely delivery of programmes. . Experience in conducting studies, data analysis and report-writing
