Baseline Data
Collection of Water for Women Project
Project Background
With the spirit of SDGs on the 6th goal of water, sanitation and hygiene (WASH) for all and the Indonesian government's target for universal access sanitation, YPII attempts to ensure equal and sustainable access to sanitation (and hygiene) for all parties through the WfW project. Therefore, the WfW project will not only encourages improved and sustainable access of sanitation and hygiene services, but also encourages the active participation of marginalized groups so that they can become agents of change on their rights related to sanitation and hygiene.Methodology
The study will apply combined qualitative and quantitative approach through secondary data and primary data collection. Below are the anticipated methods for the baseline assessment:
1. Desk study of documents/reports/references on issues relevant to WfW Project in selected district2. Quantitative data collection from communities, schools and key project government stakeholders.. Respondents will be selected by purposive sampling by considering sex, person with disabilities and age aspects.3. In-depth interviews with Key Informant Interview (KIIs). Key informant will be identify from community, school, and stakeholders by considering gender, age and disability aspect.4. Focus group discussions (FGDs) will be conducted as needed when deeper information needed for analyzeFor Sumbawa district, additional qualitative data is required around gender and disability. The data collection tools for this has been developed (and used for other districts within the project’s Gender Equality and Social Inclusion Formative Research), and will be provided to the consultants for direct usage. This includes the use of adapted Washington Group questions for identifying people with disabilities.Scope of Work
The purpose of this consultancy is to collect data to provide empirical evidence for the analysis of the baseline study. The local consultant will work closely with the lead/international consultant who is responsible for the overall evaluation of the project. Based on the methodology, both qualitative and quantitative, designed by the international Consultant, local consultant is tasked to cover a most diverse and representative sample for the data collection as possible.
The consultant is expected to form for the baseline study team and manage coordination and communication with Project team in Yayasan Plan International Indonesia and International Consultant hired by Plan International Australia. Tasks and responsibilities of consultants are as follows:Keeping all information provided to Yayasan Plan International Indonesia as well as the findings of the final baseline study confidential. 1. Propose detail budget required to conduct baseline study (not limited to professional free, enumerator fee, number of working days, data collection expenses, tabulation and processing, and communication)2. Provide input on the local context and conduct the data collection in the selected district for international consultant3. Field testing of the data collection tools4. Data collection in the selected districts5. Submission of the raw data collected and cross-tabulated data, in English, to the International Consultant6.. Provide clarifications on data collected and interpretation as request by International Consultant7. Responsible to supervise field operation, including logistic, permission to conduct the research, informed consent from individuals and families taking part in the study8. Provide the final version of the report in Indonesia and Presenting finding and recommendations in dissemination meeting

Close coordination with the Local Consultant as well as the field data collection involved will be crucial to facilitate data collection for baseline study4... The baseline will address all indicators as laid out in the list in Annex 1. The full baseline package delivered by the consultant will include a full narrative report, summary report, power point presentation of key findings, raw data, clean data and data analysis. The survey period is 60 working days from the start of contract. Approximately 50% of time will be spent working in Sumbawa (additional time is required for data collection in Sumbawa), NTB and Manggarai, NTT for data collection.

consultant will be hired using a standard service agreement which complies with
Plan International’s
