Be part of a dynamic working environment. We are recruiting an expertise
to build a mutual engagement with donor position under Oxfam one programme
approach with a real commitment to gender equality and International aid
and development background. This post will be based in Jakarta for fixed
term contract with possible extension.

WHAT WE ARE LOOKING FOR:
COUNTRY DONOR CONTRACT MANAGER (code: CDCM 0618)

JOB PURPOSE:

In full collaboration with the Country Programme team and with support
from the Regional Team, raise funds for Oxfam’s program in Indonesia; To
develop and maintain good quality and consistent relationships with
donors; To lead on contract management and effectively support program
teams to develop and plan concept papers and proposals in accordance with
country strategy and donor requirements. She/he will directly manage
established relationships with donors and provide specialist information
internally and externally to donors in order to maintain levels of
funding.

KEY RESPONSIBILITIES:
To maintain key accountability related to accurate, timely and relevant
funding reporting.
The roles of the job holders regarding to this responsibility are:
· Analyzing donor reporting requirements and communicating them to the
respected project managers to ensure accurate, timely, and relevant
funding reporting
· Communicating reporting deadline to the respected program manager to
maintain our Key Performance Objective in donor reporting
· Coordinating reporting with Partner Affiliate, Executing Affiliate, and
donor
· Assisting program teams to increase their capacity to meet all
requirements regarding to reporting
· Coordinating the Global Output Reporting with the program team
· Facilitating the proper and timely sign-off processes for every report
before submitting to donor or EA/PA

Managing contractual systems and donor agreements including institutional
and private sector funding.
The roles of the job holders regarding to this responsibility are:
· In collaboration with program team, preparing contractual documents and
donor agreements based on the available guidelines and template
· Analyzing key areas in the contractual and donor agreements and raising
the issue to Head of Funding for decision making
· Preparing and updating the line manager with the latest information of
contract and agreement to decision and solution
· Assisting program team to strengthen their understanding and familiarity
to the contract and agreement with respected donor and/or Partner
Affiliates

To provide technical advice and support in negotiating contracts and will
play a pivotal role in relationship-building and networking in order to
maintain strong relations with technical officers with bilateral,
multilateral and private sector donors.
· Preparing key information and data to support in contract negotiation
processes and meeting with donor technical officers
· Providing technical data and information requested by donor or PA
· Responding to email, negotiating timeline, and other technical issues
regarding to donor reporting
· Documenting all contract and agreements in Oxfam Management and
Information System

To support in developing a donor engagement strategy and for maintaining
oversight of funding trends, donor intentions, as well as establishing a
donor portfolio in collaboration with Oxfam International and Affiliates.
· Updating line manager on the latest situation of engagement with donors
· Updating and informing line manager of the latest funding situation
based on data from CRIMSON and inter-affiliate agreement
· Collecting and analyzing information from the system about our donor
portfolio
· Supporting line manager and program team to check and collect
information as required from a call

SKILLS AND COMPETENCIES:

• At least 3 years’ work experience in the same job or related area,
preferably in Non-Profit sector
• Significant experience in managing donor contracts and fundraising
activities, in particular from donors like DFAT, EU, DFATD (CIDA), SIDA,
USAID, GAC, etc
• Information management and IT skills with good attention to detail in
order to develop and analyse donor budgets and financial reports; and to
develop/maintain, and give
guidance on electronic and manual contract management and reporting
systems
• Is able to confidently advise peers and superiors in area of Business
Development
• Produces high-level communications on technical/specialist issues and is
able to manage sensitive matters
• Maximizes the productivity of resources managed and within remit looks
for ways in which processes and quality may be improved
• Is seen as a role model within the area/department and as someone who
maximises their own contribution and the contribution of other team
members
• Anticipates issues and pro-actively problem-solving
• Strong conceptual thinking skills
• Knowledge, understanding and experience of cross cutting issues and
strong commitment to Gender equality.
• Extensive impact of programme effectiveness, quality and accountability
across the nation.
• Advanced knowledge of funding, including significant previous experience
required at senior technical level.
• Advanced knowledge of English and working with excel and automated
Management Information Systems
• Able to regularly review own and organisational priorities, setting
clear objectives to achieve short and long-term aims.
• Strives to maintain knowledge of current events and organisational
responses and to be ‘ahead of the game'
• Knowledge and experience of Oxfam’s program work and systems (Crimson
and OPAL)

Key Behavioral Competencies
(based on ‘Fit for Business Model Capabilities Model)
• Ensure the funding model meets the requirements of Oxfam’s
organisational and operational needs based on strong business concepts
(cost recovery, cost sharing, use of discretionary funds, use of CRA)
• Enable a relevant ‘funding strategy’ to enhance donor confidence through
communication of outcomes and mobilise resources to support ‘localisation’
priorities
