The Fred Hollows Indonesia
The
Fred Hollows Foundation is a secular non-profit public health
organization based in Australia which was founded in 1992 by eminent eye
surgeon Professor Fred Hollows. The Foundation focuses on treatment and
prevention of avoidable blindness caused by Cataract,
Trachoma, Diabetic Retinopathy, Refractive Error and other diseases. As
of today, it operates in more than 20 countries across Australia, The
Pacific, South and South East Asia, and Africa. The Foundation started
its operations in Indonesia in 2012
Currently, The Fred Hollows
Foundation working in five districts in Nusa Tenggara Barat (NTB) Province through Seeing is Believing Project.
The
Seeing is Believing project seeks to address the growing problem
of avoidable blindness in Indonesia through an efficient and effective
school eye health program that will serve five Districts of NTB
Province: Mataram City, West Lombok, Central Lombok,
East Lombok and West Sumbawa. The goal of the project is to establish a
system within
NTB Province
where all children with visual
impairment or other avoidable eye health conditions are identified early and have access to quality, affordable services.
The
project activities are aimed at introducing eye health education to all
primary and junior high schools in the project area, increase human
resource capabilities in visual acuity (teachers and primary health
workers), increase selected primary health care
workers’ skills in refraction, establish a central Vision Centre in
Mataram City to allow for the availability of high quality low cost
eyewear, provide essential equipment for screening and refraction
services, increase community awareness about eye health
and vision care practices and available services, and support national
and provincial level advocacy efforts
Overview
The Fred Hollows Foundation are seeking expressions
of interest from individuals or consulting companies interested in undertaking the KAP Survey on
Attitudes of parents, students and teachers towards glasses use in SiB Project site ( five districts) – Nusa Tenggara Barat
(NTB) Province.
This research project (including data collection
and final report submission) will be done in 5 months (May-August 2019)
Purpose of the KAP Survey
The KAP
study will assess the level of knowledge, attitude and practice among
the sample population in 4 districts
and one city in (NTB). This research project will use a survey tool
(Community Engagement in Eye Health Assessment) designed by The Fred
Hollows Foundation Research team and Deakin University as part of the
core module that assesses community opportunity,
capacity and motivation to engage with eye health and care. Research
consultant will work with FHF Indonesia and FHF research team to design
additional questions related to school eye health.
The survey seeks to:

Measure parents and students attitudes about student use of glasses for refractive
error and general eye health.
·
Measure parents and student’s opportunity, capacity and motivation to engage in
general eye health and care.
·
Identify factors which impact parents’ decisions about buying glasses for their
children
·
Measure risky behaviour leading to refractive errors in students.
·
Identify
barriers of glasses use in students. Understand these factors along
with
several demographic characteristics including sex, age, disability,
socio-economic status, place of residence and education level.
·
Disaggregated data will be analysed. The consultant, with a review of FHF Indonesia
and research team, will complete a report with key findings and programmatic recommendations.
Key responsibilities
·
The
Consultant will be responsible for obtaining approvals for
the research protocol, overseeing the conduct of the field research,
ensuring the quality of the study, developing the data collection tools,
collecting data, developing a field guideline so that a standard data
collection method could be followed in the field,
compiling the findings, conducting the data analysis and writing the
report
·
The Consultant will regularly report to the FHF team in Indonesia Office on the
progress of the KAP Study
·
Support may be sought from The Foundation for inputs to the analysis and report
writing on eye health-related issues.
·
S/he will, in addition to the report, deliver the research findings as a presentation
at 1-2 days planning workshop, to ensure that the findings of the KAP.
Deliverables

Project proposal including a brief literature review, research protocol, methodologies
and tools

Baseline KAP study report with recommendations

Presentation of findings at a dissemination workshop

The
consultants will be responsible for timely delivery of the outputs and
deliverables
and prompt reporting and presentation of raw data, draft and final
report to The Fred Hollows Foundation (electronic and hard copy) in
English and Bahasa Indonesia.
