ThinkWell is implementing a new five-year project, Health
Financing Activity funded by USAID. The project will work in partnership
with the Ministry Health, BPJS-K, Ministry of Finance and other government
agencies to provide evidence for health financing policy; build institutional
capacity within government and research organizations to conduct analysis
to inform national and sub national health financing policy reform; provide
analytics for sustainable financing for JKN and health financing for public
health, with a special focus on HIV, TB and MNH.
ThinkWell is seeking a dynamic forward-thinking
Deputy Chief of Party (DCOP) who has experience in managing USAID contracts
of technical assistance programs in the Indonesian health sector. This is
an exciting opportunity to contribute to a transformative program.
The DCOP will report to the Chief of Party and be
responsible for day-to-day project management including oversight of financial
and operational systems; and quality control of contract reports and
deliverables; and representation of HFA with external audiences.

Responsibilities
Under the supervision of the COP
·
Primary point of contact for USAID
for day-to-day project management and reporting
·
Represent the project and make
presentations to USAID, GOI, and other external audiences
·
Develop and implement a system of
annual workplan preparation with the government partners and sub-contractors
and other HFA team members as required. Ensure that the work plan meets USAID
requirements and standards
·
In collaboration with the MERLA lead,
develop and implement an activity monitoring system
·
Quality control, technical and
editorial, of deliverables
·
Produce regular activity tracking
reports for submission to USAID
·
Develop and implement a system of
coordinating the timely inputs for monthly, quarterly, six monthly and annual
reporting
Under the supervision HQ director of
contracts
·
Ensure compliance with the USAID head
contract
·
Ensure that contract deliverables are
met in accordance with contract requirements
·
Manage all sub-contracts related the
HFA project
·
Act as the lead contract focal point
for USAID in country
In collaboration with the Country
Operations Coordinator
·
Ensure the stringent management of
financial systems, including financial tracking, recording of financial
transactions, financial risk management, fraud prevention
·
Supervise a finance officer and
administrative assistant
·
Develop operation protocols and
procedures as required
·
Manage HR systems and procedures
specific for the HFA
·
Develop and maintain administrative
systems required for the HFA activity
·
Oversee the preparation of quarterly
travel plans and travel requests, monthly financial projections, and
procurement of all goods and services
·
Review financial report from the
sub-contractors
Qualifications
Minimum
master’s degree in business administration, management, financing, public
health, economics or related degree
·
5 years of professional experience
managing USAID contracts for technical assistance projects, preferably in the
Indonesian health sector
·
Strong project management capacity
·
Good understanding of technical
assistance projects in the health sector
·
Demonstrated capacity to undertake
forward planning, managing budgets inclusive of financial analysis
·
High level of IT skills, inclusive of
word, document editing, excel, database management
·
Strong capacity to coordinate with
government partners in Indonesia
·
Ability to relate with technical
experts and consultants
·
Strong presentation skills, ability
to synthesize management data in terms of activity progress, link with
financial analysis, preparations of briefs and presentations from a management
perspective
·
Excellent written and oral
communications in English and Bahasa Indonesian
