Commissioned
by the Ministry for Economic Cooperation and Development (BMZ), the Deutsche
Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH through the project
ELK Globe Rubber (Program Sustainable
Agricultural Value Chains and Standards) is working with the
jurisdiction Kapuas Hulu in West Kalimantan province towards sustainable
agricultural production that does not negatively impact forests and other
valuable ecosystems. Palm oil and rubber are the two largest forest-risk
commodities with connection to the German market in Kapuas Hulu. Together with
local district government, GIZ is applying a cross-commodity approach for these
two areas with potential for more. The project directly links smallholder
farmers to the private sector and the jurisdiction Kapuas Hulu to the global
market, ensuring alignment of sourced commodities with sustainability
standards. The project ELK Globe Rubber will also be supporting the activity
related to Lore Lindu Biosphere Reserve in Central Sulawesi province and the strategic
considerations in West Papua province.
In
general, the project aims on:
- Organizational development for independent rubber farmers for upscaling of Continental approach to other areas/villages.
- Developing the business plan for additional farmer organizations outside of scope of project ELK Bilateral.
- Supporting the rubber platform by providing capacity development and link it with provincial platform and GPSNR (Global Platform for Sustainable Natural Rubber).
- Support the development of Biosphere reserve Logo and promote its marketing potential as well as developing a biosphere funding mechanism to support private sector engagement in line with the philosophy of the biosphere reserve through the deforestation free value chain approach.
- Establishing baseline data/feasibility study for potential products (cacao and specialty coffee) including value chain and market link.

Responsibilities
- Responsible in financial administration and financial management in line with GIZ PnR
- Responsible in task concerning the filing system and other documentation
- Responsible to support technical team in organizational matters, events, trips and follow up of requests
- Handling the cash transactions on location and preparing the bank transactions released through Jakarta office
- Effective coordination with colleagues of ELK Bilateral administration and accounting section in Jakarta
- Tasks
- Secretarial Work and Service
- Preparation of information, materials and other support to events or activities on behalf of the technical staff
- Supports with correspondence and facilitates the internal distribution of letter including recording of incoming and outgoing letters
- Manages the vehicles arrangement, monitors vehicles logbook and ensures it is filled out properly by driver/ user
- Keeps track and files all asset related matters in Putussibau office with OnSite Asset
- Cash Handling
- Operate petty cash including maintaining cash book, monitor the daily cash flow record for transaction up to EUR 2.500
- Responsible for cash management in accordance to the receipts presented on a daily base
- Arrange and execute monthly payment such us office operational (mobile phone, internet/email and other fee) and its administration
- Checks incoming invoices and arranges the payment
- Contract, Procurement and Financial Administration
- Monitors income, expenditure, and manages monthly cash reconciliation
- Prepares request of funds to GIZ Country Office Indonesia based on monthly budget plan and manages cash withdrawals
- Collects and prepares proper receipts for bookkeeping, calculations, indicates its cost classification, and records it into Winpacss cash and bank book on a daily basis
- Ensures the completeness of necessary supporting documents and verifies voucher, incl. materially correctness for bank transactions (‘Maker’) to be released by Jakarta office
- Checks and calculates mobile phone use between official and private use, as well as processing the reimbursement
- Prepares procurement for service and goods with value up to EUR 2.500, in coordination with the requesting officer and in compliance with GIZ PnR
- Calculates and withdraws tax of consultant/ consulting company contract and procurement of goods which processed in the project
- Settles advances for all travel and event-related matters in Putussibau office
- Follows up third party receivable, obligo and monthly Error Sheet in Putussibau office based on project and office journal
- Maintains the filing of the confidential financial and contract section
- Event and Travel Management
- Arranges travel for staff in Putussibau office such as booking tickets, flights, hotel reservation, transport, etc. for domestic and international travel in coordination with TEO Team at GIZ Country Office Indonesia
- Organises and coordinates logistic aspects for planning, holding and documenting meetings, workshops and other events with value up to EUR 2.500
- Monitors preparation of workshops, training and other events according to project’s operational plan and budget proposal
- Follows up third party receivables for all travel & event-related matters, such as boarding passes, refunded air ticket, hotel payment, etc. based on project and office journal
- Required qualifications, competences and experience
Qualifications
- University degree in relevant specialisation and qualification in business administration desirable (equivalent of BA or MBA)
Professional
experience
- At least 5 years’ professional experience in a comparable position.
Essential
skills, additional competences and other knowledge
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- Fluent written and verbal knowledge of English; German knowledge would be an advantage
- In-depth understanding of GIZ financial management and accounting
- Demonstrated ability to work effectively in a fast-paced working environment, both independently and as part of project team.
- Willingness to acquire new knowledge as required by the tasks to be performed – corresponding measures are agreed with the Principal Advisor
