The
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the
German implementing organization which provides services worldwide in the field
of international cooperation for sustainable development.
The programme SUPA (‘Sustainable Use of Peatland and Haze
Mitigation in ASEAN) is co-financed by the EU and the German Federal Ministry
for the Environment, Nature Conservation, and Nuclear Safety (BMU). The
initiative supports the implementation of the ASEAN Programme on ‘Sustainable
Management of Peatland Ecosystems’ (APSMPE) under the overall shared
objective ‘to promote the sustainable management of peatlands in the ASEAN
region through collective actions and to enhance the cooperation to support and
sustain local livelihoods, reduce the risk of fire and associated haze and
contribute to global environmental management.’ The programme SUPA has two
components.
Component
1 focuses on ‘peatland governance’ and is to be implemented by GIZ. Based on the intervention logic, the
implementation of this component
is structured into three work areas:
- Work Area 1: Strengthening regional cooperation by strengthening ASEAN
- Work Area 2: Specific Support to AMS for the implementation of APMS and NAPPs
- Work Area 3: Generating Pilot Experiences from Indonesia and Malaysia
GIZ seeks a regional candidate (Citizen
of an ASEAN Member State) for the following position
Regional Technical Advisor
- Main Responsibilities
The
Regional Technical Adviser is a qualified individual with experience working
with Southeast Asian Countries and their Association (ASEAN) on issues related
to natural resources, environmental services and management of peatlands and
wetlands.
Main
responsibilities are:
- Ensure close collaboration with ASEAN Secretariat and ASEAN Member States, facilitate dialogues and external communication and support the ASEAN Secretariat (ASEC) on process and policy development and implementation of the ASEAN Peatland Management Strategy (APMS) by providing technical assistance:
- to AMS related to national Peatland Governance,
- in the design, preparation and management of national measures supported by SUPA to AMS agencies,
- to AMS/grant recipients for the effective implementation of national measures supported by SUPA grants,
- to ASEAN Member States (AMS) in technical aspects on peatland management.
- Coordinate project related M&E activities, while ensuring that lessons learnt are incorporated in project development and implementation, and shared with stakeholders;
- Support the assessment of capacity assets and needs, and design and implementation of a capacity development response, contributing to the objectives of SUPA;
- Ensure the consolidation of the knowledge management system;
- Support the scoping and preparation process for technical assistance in two selected pilot peatland areas in Indonesia and Malaysia (one in each country);
- Support the development of replicable methods for sustainable peatland management and for disseminating the experiences;
- Coordinate planning for events, meetings, conferences, and presentations which, may include coordinating arrangements for participants.
- Required qualifications, competences and experience
- Advanced degree in Natural Resource Management, Forestry, Environmental Studies, or any appropriate related field.
- Fluent written and spoken English, knowledge of regional languages, especially those of ASEAN countries.
- Minimum 10 years of experience with administering and managing projects, in particular with international organizations and donors including large-scale projects that require coordination with various partners.
- Experience with/in
- in natural resource management especially, in the ASEAN region
- policy advice, project development and implementation of forestry and agroforestry projects, including at least three years of relevant professional experience in Indonesia or a similar tropical country,
- capacity building of local partners and providing technical assistance on interventions focusing on environmental conservation and peatland management,
- monitoring of tropical ecosystems, remote sensing technologies, fire prevention and management,
- integrated ecosystem management, combating land degradation and biodiversity conservation.
- Knowledge of peatland ecosystems and familiarity with peatland restoration and management technologies and relevant international best-practices.
- Demonstrated skills and direct work experience with rural development projects, agroforestry, community-based agriculture and forest management.
- Demonstrated skills in problem solving, planning and the development of policies and procedures.
- Familiarity with forest-based business development and operations, plantation management, public and private sector finance and investment (blending); empirical socio-economic research.
- Willing to travel in AMS (ASEAN Member State) countries.
