GIZ Indonesia for the Sustainable Agricultural Supply Chains in Indonesia (SASCI): Technical Advisor on Empowerment of Smallholder Farmers (duty based: Putussibau, Kapuas Hulu, West Kalimantan)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

The „Sustainable Agricultural Supply Chains in Indonesia (SASCI)“ project, in collaboration with its main government partner, Ministry of Agriculture (specifically the Directorate General of Estate Crops) supports the Government of Indonesia in its efforts to reduce GHG emissions from deforestation and forest degradation by promoting sustainable supply chains for selected agricultural commodities (primarily palm oil) by smallholder farmers in Kapuas Hulu district, West Kalimantan. With the project aiming for a jurisdictional approach, the project objective „Establishment of deforestation-free agricultural supply chains for renewable commodities with global markets“ shall ensure that legally protected forest ecosystems in Kapuas Hulu district in West Kalimantan province (the „jurisdiction“) are not negatively affected in quality (degradation) or quantity (deforestation) by the production of selected agricultural commodities (primarily but not exclusively palm oil).

The project promotes sustainable agriculture based on a jurisdictional approach with important elements being participatory land use planning and mapping, and improved agricultural production practices. Such practices include deforestation-free production and dissemination of agro-biodiversity promoting approaches. In the landscape planning process, areas with protection value (e.g. HCV, HCS and Essential Ecosystem Areas) are identified and mapped.

The project comprises four main outputs: (1) Strengthening the capacity of smallholder farmers for sustainable production of palm oil and other agricultural commodities; (2) Increasing the capacity of government organisations, civil society actors and the private sector for sustainable agricultural commodity supply chain implementation, including conflict-resolution mechanisms; (3)  Strengthening national initiatives for implementation of sustainable agricultural commodity supply chains; (4) Smallholder farmers in Kapuas Hulu district, West Kalimantan have access to global markets.

We seek a qualified Indonesian candidate for:

Technical Advisor on Empowerment of Smallholder Farmers

Responsibilities

Under the direction and guidance of the GIZ Project Leader, in collaboration with Project technical advisers, and in coordination with other ongoing GIZ projects and with the relevant local government institutions in Kapuas Hulu, the incumbent is responsible for:

• Contributing to the achievement of targets and activities of the overall SASCI Project, specifically but not exclusively, the achievement of Outputs 1 and 2
• Supporting the empowerment of the Project’s primary target group in Kapuas Hulu, smallholder oil palm growers and other smallholder farmers of relevance, to enable them to speak up for themselves and to promote own interests in dialogues with local government, private sector, and civil society
• Providing opportunity for smallholder farmers and local rural communities to participate in training and other capacity building measures on both technical, economic, environmental, social, and legal aspects of cultivation/production/sale of estate crops, particularly oil palm
• Supporting the Project’s target group to participate actively in land use planning and mapping processes which may influence/impact on their free access and continued use of these lands
• The organization of small-scale farmer producer groups in order to strengthen the rights and bargaining position of local/indigenous communities and smallholder farmers
• Smallholder farmers and local/indigenous communities gaining access to and becoming represented in the district multi-stakeholder platform and seeking mediation of possible conflicts through the conflict resolution mechanism anchored in the platform.

1. Tasks

1..     Professional advisory services

• Collaborates on the formation of commodity-based smallholder farmer groups for the selected target area(s)
• Advises on the need for procurement of various types of tools and equipment required for implementation of Good Agricultural Practices activities by the smallholder farmers participating in Project training activities
• Collaborates in the timely application of the FPIC principles for all new investment activities at district level to which local/indigenous communities are parties
• Identifies potential or ongoing natural resource conflicts which involve or may come to involve the smallholder farmer communities targeted by the Project, and supports these communities to bring such cases to the district conflict resolution desk
• Advises on the mainstreaming of gender aspects into all activities and events of the Project in Kapuas Hulu and takes steps to actively raise the gender awareness of the rural population, the local government institutions, the private sector, and civil society organisations in the district
• Advises on the identification of training needs of targeted smallholder farmers and contributes to the elaboration of terms of reference for technical assistance support to farmer training/capacity building
• Collaborates in the selection of training course participants and the planning, preparation and monitoring of farmer training activities
• Provides inputs to the training and broader capacity development of selected smallholder farmer groups in subjects such as Good Agricultural Practices, Agroforestry, Integrated Pest Management (IPM), safety in handling and applying pesticides, climate-smart agriculture and adaptation to climate change
• Advises and supports commodity-specific small-scale farmers in the conditions and criteria for sustainability certification of their commodity(ies).

2..    Networking and Communication

• Maintains regular contacts with the relevant government and other official structures at district level, including the Agriculture Food Crops and Livestock Agency, the District Planning Agency, the Environment and Forest Agency, Forest Management Units, research institutes, academic institutions, etc.
• Maintains regular contact and collaborates with Working Group Tenure on mediation and resolution of conflicts involving the targeted small-scale farmers (local/indigenous) and their communities
• Contributes to the revival and strengthening of the multi-stakeholder platform in Kapuas Hulu, with the aim of aligning it with the needs of the Betung Kerihun Danau Sentarum Kapuas Hulu (BKDSKH) Biosphere Reserve
• Coordinates and, whenever appropriate, collaborates with the Project Development Adviser in Kapuas Hulu on technical aspects involving both, such as capacity building for farmer groups, group certification, sustainability measures, etc.
• Coordinates closely with and supports the work of Project service providers, e.g. in establishment of commodity traceability systems, on FPIC procedures, value chain development, agroforestry systems and measures, biodiversity conservation, climate-smart agriculture, etc.
• Maintains contacts and communication with other German government funded (BMZ, BMU, BMEL) development measures with presence in the district and/or of relevance to the Project
• Communicates widely the aims, strategies, and planned activities of the Project and exchanges ideas and information for the benefit of the Project
• Communicates and coordinates plans, activities and events with main stakeholders at the provincial level through the Project team in Pontianak
• Maintains close linkages and fluid communication with the FORCLIME team and main stakeholders in aspects of social forestry/agroforestry, conflict resolution and mediation, FPIC, gender awareness, certification systems, and supply chain development and commodity traceability.

3.     Knowledge Management and Learning

• Compiles and documents information about ongoing initiatives relevant for her/his tasks in Kapuas Hulu and ensures knowledge transfer to other Project team members at district, provincial and national level
• Documents lessons learned and prepares concepts and approaches based on Project experience
• Contributes to preparation of technical and progress reports, guidelines, manuals, news, presentation materials and other relevant materials;
• Contributes to the preparation, execution and documentation of trainings, workshops, forums, meetings, and other project activities
• Contributes to project planning, monitoring and evaluation

4..     Other duties/additional tasks

• Supports the provision of logistics for visiting Project staff from provincial and national levels as well as for other visitors to Kapuas Hulu/Putussibau
• In general, coordinates with and supports the Project development advisor in her/his tasks in the district
• As requested by the management, guides visitors in connection with field trips
• Provides support to organizational and management matters
• Participates in regular Project team meetings
• Performs other duties and tasks at the request of management

2. Required qualifications, competences and experience

Qualifications

• Bachelor or Master’s degree, in Agriculture, Social sciences, Anthropology, Forestry, or related discipline

Professional experience

• Minimum 5 years’ professional experience, with main focus on empowerment of rural communities, including work with indigenous people
• Proven work experience with conflict resolution and mediation involving rural communities (both local and indigenous)
• Work experience with the application of the FPIC principles in the framework of small-scale farmers producing agricultural estate commodities
• Hands-on experience from organizing and training smallholder farmer groups
• Solid knowledge of gender mainstreaming in a rural community development context
• Experience in working with local government structures and with international and local NGOs
• Previous work experience with donor projects will be an advantage
• Recent work experience from West Kalimantan (ideally from Kapuas Hulu) and a good understanding of current issues and policy processes for agricultural commodity supply chains in West Kalimantan or other regions in Indonesia facing same conditions and challenges

Other knowledge, additional competences

• Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. Microsoft applications)
• Willingness to travel regularly and to work in the field for periods at a time
• Working knowledge of the English language indispensable; knowledge of German an additional asset
• Willingness to upgrade skills as required by the tasks to be performed – corresponding measures to be agreed with Project management
