The Government of the
Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian
Reform (One Map Project), and intends to apply part of the proceeds for
individual consultant service as Public Awareness Specialist.
The
Public Awareness Specialist provides support in terms of advice to the
Safeguard Specialist and Communication Specialist and also provides inputs into
implementation of the activities of capacity development and outreach
communication. Also provides inputs in assessing, addressing and monitoring
social and environmental vulnerabilities and monitoring project impact to
vulnerabilities. The Public Awareness Specialist under supervision and
coordination of the Safeguard Specialist and Communication Specialist will be responsible for
stakeholder and safeguard engagement as well as material production and
knowledge dissemination. The assignment will be full-time work and the selected specialist will be contracted for Riau and South Kalimantan Province until December
2019, with possibility of further extension upon
satisfactory performance. The assignment is
expected to start in October,
2019
The Consultant shall have the following minimum
qualifications and experience:
a. Minimum bachelor degree in communications,
journalism, public relations, social sciences, international relations;
b. Minimum 5 (five) years working in related fields, experiences on projects related to World Bank
preferred;
c. Ability to think strategically, lead coordination
and dialogues with stakeholders across key sectors, work independently and as a
team member;
d. Demonstrate capacity to undertake operational and
analytical tasks, work in teams, coach ATR/BPN staff at Provincial and District
offices and share knowledge;
e. Bahasa Indonesia communication skills, both in
writing and verbally;
f.
Familiarity
including having network in land administration and/or public policy sector would be an advantage.
PMU of Program to Accelerate Agrarian Reform (One
Map Project) now invites eligible consultants to
indicate their interest in providing the services. Interested consultants must
provide information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc.). Consultants
may associate to enhance their qualifications.
The
consultant team will be selected in accordance with the procedures set out in
the World Bank’s Guidelines: Selection and Employment of Consultants by World
Bank Borrowers (current edition).
