Emas Artisanal Indonesia (YEAI) is an Indonesian foundation and the local
affiliate of the Artisanal Gold Council (AGC) a not-for-profit organization
based out of Victoria, British Columbia, Canada dedicated to the sustainable
development of artisanal and small-scale gold mining (ASGM) communities in the
developing world. Based out of Victoria, Canada, the Artisanal Gold Council
(AGC) is a not-for-profit organization dedicated to improving the work
conditions and opportunities, as well as environment, and health of the
millions of people involved in Artisanal and Small-Scale Gold Mining (ASGM) in
the developing world. The AGC helps to improve the global gold sector by promoting
better practices in ASGM through technology transfer, policy development and
awareness raising in Africa, Asia and Latin America. The AGC consists of a core
staff, associates and a council of experts (Board of Directors) in areas of
ASGM, economics, sustainable development, social responsibility, human and
environmental health, and gold production and extraction. For more information

The SD-ASGM project is a five-year project funded by Global
Affairs Canada (GAC). It is being executed by the Artisanal Gold Council (AGC) Canada
and implemented in Indonesia by Yayasan Emas Artisanal Indonesia in partnership
with the Government of Republic of Indonesia (GoI), with the support of GAC..
The direct beneficiaries of the project include men and women gold miners,
stakeholders in the responsible gold supply chain, and government actors at
national and subnational levels. The project is known locally as Program Emas
Rakyat Sejahtera, or “PERS”.
The project aims to improve livelihoods (incomes, health, and
environment) of the vulnerable and marginalized men and women dependent on the
artisanal and small-scale gold mining (ASGM) economy in proposed target areas
in Central Kalimantan and North Sulawesi Indonesia. The project improves
mining, environmental and social practices for men and women involved in the
ASGM, including identifying and implementing behavioral and technical
alternatives to mercury use. The project
also supports targeted provincial governments to better collaborate with the
formal extractive sector and supports the formalization of ASGM activities
through legal trade of responsible artisanal gold and value-added products in
domestic and international markets. The
Project is built upon three pillars, (1) direct intervention through improved
practices and education, including the construction of a mercury-free gold
processing facility in three project areas; (2) enhanced institutional and
policy support for responsible ASGM activities; and (3) increased trade of
responsible artisanal gold from Indonesian ASGM communities via formal supply
chains. The third pillar includes establishing collaborative mechanisms with
other relevant initiatives that promote responsible gold and diversification of
the ASGM economy. This initiative supports the Government of Indonesia’s
implementation of the Minamata Convention on mercury, which both Canada and
Indonesia signed in 2013.

SEEKS QUALIFIED CANDIDATES FOR THE POSITION OF:
Position
Title: Finance
and Compliance Officer
Primary
Location: Jakarta,
with possible travel to Central Kalimantan and North
Sulawesi, Indonesia.
Position
Status: 1-year contract
GENERAL POSITION SUMMARY:
The Finance and Compliance
Officer is responsible for helping to ensure that grants to YEAI partner are
designed in a way that adheres to YEAI policies and meets the needs of Project
Manager. Provides technical advice on how to structure financial report, budgets,
and log-frames for easy formatting into YEAI templates. Provides review and
compliance for ongoing grants in coordination with program staff. Helps monitor
financial tranche payments, program narrative reports, and overall grant
management and close-out.
ESSENTIAL JOB FUNCTIONS:
- Responsible for all accounting of PERS program and operation.
- In coordination with the Head Quarter Finance office, prepare a monthly finance report.
- Maintain an up-to-date budget and pipelines reference folder for all program activities in Indonesia.
- Consolidate cash flow projections for all sub-grants and programs.
- Assist in the development of a consolidated operational budget for all sub-grants to ensure coverage of all expenses. Assist in development of country-wide operational budget as requested.
- Review staff payroll after compiled. Issue payroll to all national staff in a timely manner.
- Monitor all approved grants and ensure timely financial reporting is completed.
- Development of YEAI resource tools for building the capacity in finance of local NGO’s and CBO’s.
- Ensure close communication with sub-grantees implementing projects.
- Identify potential problems during the implementation of projects by the sub-grantees and make recommendations.
- Conduct financial and administrative training for sub-grantees.
QUALIFICATIONS:
• Master
or bachelor’s degree in Accounting.
• 5+
years of experience in finance, compliance, and monitoring and evaluation of
subgrant.
• Good
English in both verbal and written is mandatory.
• Excellent
computers skills absolutely required (MS Office, Word, Excel, PowerPoint,
Access, Outlook).
• Multi-tasking,
coordination, organization, and prioritization skills essential.
• Excellent
skills in interpersonal, presentation and representation.
• Ability
to work independently and cooperatively with team members required.
• Prior
experience in an international NGO is advantageous.
REPORTS DIRECTLY TO: Finance and
Administration Manager.
WORKS DIRECTLY WITH: Country Project Manager,
Technical Team, Communication Team, Expert Team, Administration Officer and
local partners.
SUCCESS FACTORS: The ideal candidate will have a
strong desire and ability to facilitate and work with NGO/CBO. She / He will be
an excellent communicator, multi-tasker, able to operate under tight deadlines
and follow procedures. She / He will be a team player with a positive attitude
towards problem-solving and have a sense of humor is preferred.
