SAFETY AND HYGIENE PRACTICE FOR SUSTAINABLE CONSUMPTION AND PRODUCTION IN FISHERIES
1. OVERVIEW
Kopernik’s Solutions Lab Team invites vendors to develop a training module with the topic of Safety and Hygiene Practice for Sustainable Consumption and Production aimed at the fisheries sector. The training will be provided to micro, small, medium enterprises (MSMEs) owners in the fisheries sector and will be adapted for youth who are being encouraged to seek employment in the fisheries sector. The training will take place in three districts in East Nusa Tenggara (NTT) which are Nagekeo, Sikka, and Lembata. The engagement of the training consultant will be for three months.
2. BACKGROUND AND CONTEXT
This project, MATA KAIL, is being delivered by implementing partners Yayasan Plan International Indonesia, Kopernik and Bengkel APPeK on behalf of Plan Germany, funded by the European Union. The full project is being delivered across the three districts mentioned above, Nagekeo, Sikka, and Lembata in NTT, Indonesia.
The overall objective of this project is to promote sustainable economic growth and employment opportunities for marginalized youth, particularly young women, in the fish-processing sector in Indonesia. The specific objectives are:
- Empowering Micro, Small and Medium-sized Enterprises (MSMEs) to provide environmentally friendly and sustainable processes, products and services in the fisheries sector which will promote employment opportunities to marginalized youth, particularly young women;
- Increasing the knowledge, skills and attitudes of parents and caregivers, particularly young women, in promoting sustainable consumption patterns and behaviours towards fish products in order to achieve healthy and well-nourished children, particularly girls. To achieve these objectives, ten training modules will be produced, each led by the different partners, Yayasan Plan International Indonesia, Bengkel APPek and Kopernik. The module highlighted in this tender will be one of the ten developed. Different aspects of these ten modules will be used to deliver training sessions to (M)SMEs and adapted for youth, and will eventually be combined to provide overarching training materials for workers in the fisheries sector that can be used by the government and by other organisations in the future.
3. SCOPE OF WORK
The primary goal of this module is to support the capacity training of targeted MSMEs related to good safety and hygiene practices in building sustainable consumption and production in the fisheries sector. These practices are related, but not limited to: fish storage, fish preservation, and fish processing.
Consultants are expected to provide a suitable title of the module that captures come up with the title of the interest of training participants.
3.1 Outputs
Consultants are expected to provide a printed manual and accompanying worksheets in both English and Indonesian language, that can be used by trainers to deliver the training and facilitate interactive activities for MSMEs. The module must cover the following aspects:
- A preview of Indonesia’s safety and hygiene regulations on fish and seafood products;
- Information on national and local government’s facilities for fish safety testing alongside of contact information;
- An introduction to the different type of value chain within the fisheries sectors;
- An introduction to the blue economy whilst incorporating the national strategy related to this sector;
- A summary of current methods to safely store, preserve, transport and processed fish used by MSMEs globally and in Indonesia (including the technologies to support it);
- Information on the impact of having good hygiene practice, in comparison to the improper hygiene practice, toward business and environmental sustainability;
- Information that shares Kopernik’s findings on the specific experiments that Kopernik has conducted related to safety methods in the fisheries sector;
- Information on labels/certifications related to sustainable fisheries;
- Other relevant information that is discovered during the course of the module development.
This training module should cover the main categories highlighted in the MATA KAIL project - fish storage, fish preservation and fish processing and should be aligned with the information gained from our published Market Demand Research and preliminary research on safety testing in the three districts.
3.2 Training participants
The training will be attended by selected MSMEs and community-based trainers. Community-based trainers will be engaged to participate in the training as part of the ‘Training of Trainer’ program where they will learn how to deliver the training for the next training session. Kopernik team members will provide assistance throughout the course of the training.
3.3 Language of instruction
The consultant will be expected to deliver the training in Indonesian language, guided by the manual and worksheets to the selected MSMEs.
3.4 Training schedule
The training will be conducted in July 2020 in three locations (Sikka, Nagekeo and Lembata).
3.5 Tasks and Deliverables
Task 1: Design Training Outline and Concepts
Task objective: To provide a training outline which includes the plan for the final manual deliverable.
Task 2: Develop Training Module
Task objective: To develop a training module on the technical aspects of sustainable production in the form of a document/manual that will be used to train MSMEs in Sikka, Lembata, and
Nagekeo.
Task 3: Deliver Training
Task objective: To deliver the training to participants and community-based trainers based on the module developed.
4. BUDGET
Based on the detailed scope of work listed, Kopernik invites the consultant to create a budget
proposal for the specified services above. The budget is set at a maximum of IDR 90,000,000. The applicants are encouraged to propose their budgets for the module development using the following table:
