TERMS OF REFERENCE Website Designer for DELSA Project Microsite

BACKGROUND

The Disaster Emergency Logistics System for ASEAN (DELSA) project is one of the leading projects managed by the ASEAN Coordinating Centre for Humanitarian Assistance for disaster management (AHA Centre) aimed at increasing the capacity of ASEAN in terms of humanitarian logistics. First launched in 2012, DELSA is now in the second phase and aimed at establishing an integrated network of relief item stockpiles, supporting the capacity enhancement of the ASEAN Member States in emergency logistics operations, and facilitating the establishment of a mechanism for collaboration and innovation to support building ASEAN’s reputation as a global reference in emergency logistics.

Ready to be deployed at any time in the early stage of an emergency, DELSA relief items represent ASEAN’s presence in the affected areas and a tangible embodiment of the One ASEAN One Response strategy. With support from the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), the AHA Centre has successfully deployed DELSA relief items to 25 out of 31 emergency responses managed by the Centre from 2012 to 2019. Moving forward, the AHA Centre is envisioning wider support and interest from the global community, whether it is government, humanitarian partners, or private sector, to contribute to the stockpiling and pre-positioning of ASEAN relief items.

In the fourth DELSA Phase II Project Steering Committee (PSC) Meeting held in Kuala Lumpur, Malaysia on 27 August 2019, the PSC members requested the AHA Centre to establish a specific microsite for DELSA project, as an extension of the general AHA Centre’s website, to make it easier to access information related to the project. The microsite is planned to be an interactive platform to promote DELSA emergency logistics operations. The target audience of the microsite will be the ASEAN Member States, ASEAN Dialogue Partners, AHA Centre’s partners, the private sector, private foundations, philanthropic foundations, charity organisations, donors, and the general public.

The AHA Centre is inviting proposals from reputable and qualified creative agencies with a track record in designing a digital platform to develop templates for the DELSA project microsite. The microsite is expected to be visually attractive and informative in providing details related to the project.  


OBJECTIVE OF THE CONSULTANCY
The expected objective is to design the DELSA project microsite as an attractive platform for information related to DELSA project and to attract more partners and private sector to contribute to the project and increase diversity of the ASEAN relief items. The microsite will be developed as an extension of the general AHA Centre’s website.
TASKS AND WORK ARRANGEMENT

The agency will be responsible to design the DELSA project microsite to be user-friendly, visually attractive and informative with the use of infographics and objects to explain the information. The website development, server and web hosting will be managed by the AHA Centre.

Timing and Duration of the Assignment

The duration of the work is 20 calendar days within 13 July to 9 August 2020, and/or ends upon satisfactory completion of the deliverables described in the TOR. 

The website is expected to be launched in September 2020.

Briefing Arrangement

A first meeting will be scheduled with the DELSA Project Management Team (PMT) to brief the agency on the project background and information to develop each of the requested deliverables.

Communications and Reporting Relationship

The agency will work closely with the AHA Centre’s ICT Senior Officer and in close consultation and under the supervision of the ACE & DELSA Programme Coordinator of the AHA Centre. The DELSA PMT will assist to follow up the design process and answering queries related to the project information.

The ACE & DELSA Programme Coordinator in close consultation with the Executive Director of the AHA Centre will assess the services and outputs of the agency.


EXPECTED DELIVERABLES

The expected deliverables from the vendor are:

  1. Three alternatives of microsite home page design;
  2. Font and color schemes (use the AHA Centre color and font schemes as base);
  3. Develop infographics and animated video;
  4. Develop icon set for the microsite;
  5. Five layers page;
  6. Design materials in Adobe Photoshop and vector format;
  7. The final design to be set in responsive layout;
  8. An interactive microsite as an extension of the general AHA Centre’s website;
  9. Input and design the content material as provided by the AHA Centre.


COMPETENCIES

Key professional competencies needed for the assignment are:
·        Excellent skills in contemporary layout and graphic design, typography, and visual art;
·        Knowledge of and familiarity with AHA Centre’s website and social media channels;
·        Basic knowledge and understanding of print, as well as audio visual production;
·        Willingness to comply with the AHA Centre’s brand guidelines;
·        Good command of English;
·        Creative designs are expected.

REQUIRED SKILLS AND EXPERIENCE

The agency should demonstrate and provide proven track record of the following skills and experience:
·        Be a reputable firm with at least 5 years of prior experience designing visually appealing and navigation friendly web sites;
·        Have a broad knowledge of current web development technologies, design technology and design tools in the field, and new software and other web programming languages and programs including use of HTML, XHTML, and CSS;
·        Have understanding of UI and UX design concept;
·        Have excellent knowledge of recent trends in graphic design, web sites, including video animation, online video publishing, and social media networking;
·        Demonstrate the ability to create innovative and visually appealing design that is also light and uploads quickly;
·        Graphic designers with necessary editing skills on Adobe Photoshop, InDesign, or Illustrator and prior experience on designing websites with a solid portfolio;
·        Graphical integrator with at least four years of experience with the CMS integration of responsive CSS, HTML and graphic design.

The consultant provided for the assignment must possess personal working instruments i.e. personal laptop/computer and the above-mentioned software.

Creative agencies are welcomed to submit their bid together with five of their most recent portfolios.

  2. Are you looking for Adobe XD or Photoshop. Sketch is great for app ux design. You can design wireframes or finished visual designs.
