Background

 

Panagora Group, a woman-owned small business providing novel and integrated solutions in global health and international development, is supporting USAID/Indonesia to implement its new Country Development Cooperation Strategy (CDCS) through a Monitoring, Evaluation, and Learning Platform (MEL-P) Activity. MEL-P provides its services through five components: 1) monitoring support services, 2) designing and conducting performance and impact evaluations, 3) providing research, assessment, and data analysis, 4) providing consulting and advisory services and logistical support services, and 5) initiating collaboration, learning, and adapting activities. Along with enhancing MEL capability, we also promote use of the empirical evidence for programming, learning and adapting as USAID support the Government of Indonesia (GOI) with its Journey-to-Self-Reliance (J2SR).

 

Under MEL-P, Panagora has been assigned to conduct final performance evaluation of USAID’s BIJAK (Bangun Indonesia untuk Jaga Alam Berkelanjutan) and IUWASH PLUS (Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan untuk Semua). The final performance evaluations are expected to begin in May 2021 and estimated will last about 5 months.

 

The purposes of this final evaluation are to assess and measure the projects’ performances and contribution to USAID/Indonesia CDCS (Country Development Cooperation Strategy). This evaluation will provide information to the Mission on the challenges faced, opportunities, and lessons-learned during implementation, which will support future program development    

 

Position Summary

 

MEL-P is seeking a 2 (two) Interpreters for the upcoming USAID’s BIJAK and IUWASH PLUS final performance evaluations, to work under the leadership of Senior Evaluation Advisor-MELP. 

 

The assignment will require an estimated six to eight weeks of work in Jakarta, which will begin in April and extend to September 2021, with at least two weeks of travel outside Jakarta required. Remote coordination and data collection will be considered depending on Covid-19 restrictions and GOI policies and procedures. 

 

Responsibilities

• The Interpreter shall responsible for providing technically accurate verbal interpretation from Bahasa to English and English to Bahasa. 
• Conduct consecutive and simultaneous oral translation during meetings, interviews, FGD, presentation, etc.

 

Qualifications

·       University degree of equivalent University degree

·       Minimum of 5 years of professional experiences as Interpreter and/or Translator

·       Experience interpreting for the International Development Agencies meetings, workshops, etc. Having interpreting experiences for evaluation will be advantage.

·       Ability to analyze information and construe meaning;

·       Having speed reaction and ability to adapt without delay to speakers, situations and subjects;

·       High level of concentration;

·       Time flexibility to follow the evaluation workplan and schedules

·       Open only to Indonesian citizens

 

Reporting 

The consultant will be supervised directly by Senior Evaluation Advisor-MELP

 

Period of Performance

The estimated level of effort for the STTA for Interpreter will be 17 days. The duration of the assignment would intermittently cover the period April 19, 2021 to September 3, 2021.
