Project Coordinator for BMZ Phase 2

Fixed Term Contract: 4 months – with potential extension to December 2021


 

ABOUT BETTERWORK INDONESIA

Better Work is a unique partnership between the UN’s International Labour Organization (ILO) and the World Bank Group’s International Finance Corporation (IFC). Launched in 2007, the programme aims to improve compliance with labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions, which build cooperation between government, employer and worker organizations, and international buyers. Improving compliance with labour standards in global supply chains is an important part of a pro-poor development strategy. Ensuring workers’ rights and entitlements are protected helps to distribute the benefits of trade.

 

ABOUT BMZ PROJECT

To support its constituents in the garment sector in responding to the impact of the COVID-19 pandemic, the ILO has developed a global development cooperation project entitled “Protecting Garment Sector Workers: Occupational Safety and Health and Income Support in Response to the COVID-19 Pandemic” (hereinafter referred to as ILO BMZ project or the project) with activities to be implemented in Bangladesh, Cambodia, Ethiopia, Indonesia, Lao PDR, Madagascar and Vietnam.

The first phase, targeted to factories who applied furlough workers has completed. In this 2nd phase, the project will provide direct income to garment workers who have lost their jobs during the Covid-19 pandemic, with the support of the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany. Implemented by the ILO and the ILO-IFC Better Work Indonesia programme. Key principles and qualifying criteria:

§  Garment and footwear workers from BWI factories who have lost their job between March 2020 (national disaster declaration) and May 2021

§  Have or can provide a bank account number under his/her own name

The programme is targeting to reach 20,000 workers. It will run until funds are exhausted or December 2021 (whichever comes first). In this new scheme, the ILO assign the Partnership at Work Foundation/ Yayasan Kemitraan Kerja Foundation as one of implementing partners, with following roles:

a.     Collect information of terminated workers from factories, BP Jamsostek and unions.

b.    Reach out to the workers and encourage them to register to the program, through

                      I.            Use SMS/WhatsApp platform

                     II.            Other dissemination method via factories (e-brochure/e-flyers)

                   III.            Response to workers questions and helped them register if needed

c.     Conduct spot check verification to conform data accuracy and if workers are eligible

d.    Transfer the cash to the qualified workers, monitors the availability of the funds throughout the process

e.    Develop necessary IT platform to support the implementation of the project, including e-registration form

 

POSITION DESCRIPTION

The objective of The Project Coordinator is to coordinate all aspect of the project according to the Implementation of Agreement with the ILO. The incumbent will responsible for project management, lead and supervise team member, lead the design of SOP for spot check verification and finalize it. The incumbent will also lead the drafting process of the reports, in accordance with the implementation agreement.

 

The incumbent will work with external parties including staff of union Federations (who work on this project), factories management and terminated workers. The incumbent will also have close coordination with ILO/BWI Team who are responsible for the general implementation of the project. 

The incumbent will work under the supervision of the Foundation and will report to the Executive Director of the Foundation and the Team Leader for Central Java. The incumbent will work side by side other members of the team including the Program Support Manager.

 

SPECIFIC DUTIES AND RESPONSIBILITIE:

§  Manage the project according to Implementation Agreement.

§  Lead a team of data collector and data verificator and finance officer

§  Contribute to the development of the scheme, criteria, operational strategy, forms and verification protocol

§  Collect information from factories/union/BPJS for list of terminated workers.

§  Manage data in coordination with IT Officer on the use of the apps and other related technology

§  Contribute to the monitoring, evaluation and research related to the project

§  Process data by doing document check

§  Spot checks/ verification for accuracy (5 to 10% of workers), by document checks and interviews

§  Proceed Payment to individual accounts of workers

§  Draft project report according to the Implementation Agreement

 

QUALIFICATION/COMPETENCE REQUIRED

1.       Minimum of 5 years professional experience in Project Management, in a cash transfer project is value added.

2.       Good communication skills in writing and verbal, both in Bahasa Indonesia and English.

3.       Ability to lead a team to achieve the goal of the project.

4.       Understand CSR Audit and garment global supply chain is an advantage.

5.       Ability to work with IT and other communication/computer system.

6.       Education : Advanced university degree in economics, social sciences, or a related field or the equivalent in professional work experience.

 

EMPLOYMENT TERMS AND CONDITION

a.    Full time fixed term contract (PKWT – Perjanjian Kerja Waktu Tertentu) for 4 months with possible extension up to December 2021.

b.    Mostly work from home

c.    Compensation according to Wage Structure of Kemitraan Kerja.

d.    Medical Allowance, DPLK Pension and Communication Alowance
