Vacancy Announcement "One Health Program Officer"

 

The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially in supporting the Government of Indonesia (GoI), particularly Ministry of Environment and Forestry (MoEF) in conserving Indonesia’s biodiversity. WCS-IP currently has 5 thematic programs: Forest, Wildlife Trade and Policy, Marine, Rights and Community and the newest addition, the One Health program.

Through the new program, WCS-IP is aiming to add more support for MoEF, as part of the One Health authority in Indonesia, in enhancing the interlinked health of people, animal, and the environment while recognizing that intact and functioning ecosystems are the foundation of good health and wellbeing of all. This new cross-cutting program and its corresponding activities will be built from the already existing activities and new initiative at site, national and global level for reducing the risk of disease spillover and transmission from wildlife to human.

WCS-IP is currently seeking a Program Officer that is dynamic, well-organized, hard-working, and a committed team player to provide key technical support for developing the One Health program and its portfolio. The Program Officer will work with and assist the One Health Senior Coordinator to develop and implement the One Health-related activities that are embedded in other thematic programs. The One Health Program Officer will perform a variety of tasks, under the supervision of the One Health Senior Coordinator and in close collaboration with other programs and WCS-IP supporting units i.e Science and Technology; and Conservation Network and Partnership, covering two main areas: (i) Stakeholder engagement; and (ii) Program management and implementation.

RESPONSIBILITIES

1. Stakeholder and Internal Engagement

  • In close coordination with OH Senior Coordinator to support in establishing and maintaining good working relationships and/or strategic partnerships with key stakeholders such as with national and international government, academia, NGOs, private sectors and other relevant partners in One Health network.
  • Provide technical and facilitating support to meetings, seminars, workshops, and public outreach activities related to One Health aspect as required.
  • When required, participate at major meetings nationally with key stakeholders and partners including support OH Senior Coordinator in scheduled meetings with the WCS Global Health to harmonize activities and external communications with the WCS wide ‘One Health in Action’ and subsequent strategies.
  • Facilitate coordination within WCS-IP, particularly with the thematic Program Managers, (Forest, Marine, Wildlife Trade and Policy and Right and Communities) and provide technical assistance to site-based One Health activities, as requested.
  • Provide support to Coordinators and PM/SPM WCS for their participation in national, regional, and international meetings, workshops, conferences, and discussions (such as CITES and CBD, OH, wildlife health and Planetary Health meetings) to present the WCS-IP work on One Health and identify key areas for future WCS-IP support.

2. Program Management and Implementation

  • Work closely with Forest Program team to monitor data collected by the SMART patrol teams as part of wildlife disease surveillance and assist in investigation capacity building measures in government agencies through training workshops and “on-the-job” training opportunities.
  • Support program management to ensure the work plans of each relevant project are undertaken in a timely manner as well as support in the budget management. For example: assist the existing livestock vaccination program and good husbandry practices in forest-edge villages to remove pathogen spillover pathway.
  • Provide inputs to the design of a WCS-IP One Health strategy (including its vision, objectives, activities, and M&E indicators) and support in the development of concept note and project proposals.
  • Prepare activity reports as required by WCS-IP, donors and/or government partners on project activities, in Indonesian or English.
  • Assist the organization of donor, government, and consultant visits to project sites, such as preparation of missions, and accompany them in the field, as needed.
  • Assist OH Senior Coordinator to work with the Communications Unit to develop a One Health communication strategy, including Op-Eds and an advocacy campaign strategy, to support policy reforms and awareness raising.
  • Assist OH Senior Coordinator on the planning and implementation of other related activities in the program

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • The post holder should have a degree in environmental health, public health, veterinary medicine, forestry, biology, social sciences and/or a related discipline.
  • Background knowledge of One Health approach such as in disease surveillance system, outbreak response, and epidemiological tools used to monitor wildlife health, preferably with field-based experience and wildlife species and trade issues.
  • Having knowledge of and/or experience in project management skills including workflow and budget planning, prioritizing tasks across multiple project components, and delivering high-quality products (e.g. concept notes, proposals and reports) within the set deadline.
  • Excellent English skills, both in writing and speaking.
  • Excellent computer skills (Ms. Office)
  • Excellent interpersonal and communication skills, with the ability to effectively interact with people in a multidisciplinary and multicultural environment.
  • Good diplomatic skills in maintaining communication with government and key partners.
  • Willingness to travel, particularly to field sites.
  • Interest in wildlife and conservation and a commitment to the mission of WCS.
