Senior Adviser (Public Sector) (Full-time position)

 

The role

We are seeking a Senior Adviser (Public Sector) position to support Prospera’s work on government performance improvements through implementation of Digital Government Transformation & Government Data Integration, GEDSI, and institutional change of civil-service related agencies. The Adviser will undertake research and political-economy analysis of public sector issues impeding the effectiveness of Prospera’s counterpart agencies and advise on good practice evidence-based policies and organizational change to deliver economic growth. The adviser will focus on the support of   implementation on Satu Data policies, digital capability improvement, thematic Bureaucratic Reforms, support cross agency coordination, effective institutional arrangements, and human resource management, with mainstreaming GEDSI policies in agencies.

Eligibility

Master’s degree in business and /or Public Administration, Social Science, Human Resources management, (or related organisational development qualifications) or at least 8 years’ relevant practice-based experience in government/private sector on civil service reform, organisation development and/or human resource management.  Public service experience is highly desirable.

 

Our ideal candidate

  • Demonstrated ability to conduct research, political-economy analysis and organisational diagnostics on civil service policies and practices.
  • Proven track record in the design, delivery and evaluation of organisation development capacity building initiatives with demonstrated outcomes achieved.
  • Demonstrated understanding of internal governance and decision-making arrangements in the Indonesian government and translating these into operational decisions.
  • Have good knowledge and understanding of data and digital policies, institutional effectiveness and human resource management, and GEDSI and the intersections of these on institutional performance.
  • Strong ability to provide professional support to senior Indonesian government officials, and Australian government officials and to engage with other development partners.
  • Excellent communication skills, including networking and relationship skills and written communication in Bahasa Indonesia and English. High quality presentation skills desirable.

Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment.

Remuneration

The remuneration will be set according to National Remuneration Framework Group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This position is a long-term position, open for National Indonesian and based in Jakarta.
