Invitation to tender – RFP No. 83436317

Project No /Name           : 18.0128.1-007.00

Brief project title             : Sustainability and Value Added in Agricultural Supply Chains (SASCI+) Project

Country                             : Indonesia

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

The global program “Sustainability and Value Added in Agricultural Supply Chains” is part of the special initiative “Transformation of agricultural and food systems”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries.

Agricultural commodities like coffee, cocoa, natural rubber, and palm oil play an important role in rural development in many developing and emerging countries where they form the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic and social challenges. Often supplied as unprocessed raw material into global supply chains, limited value is added in producing countries. Palm oil is a highly versatile crop. It has many uses – like foaming, binding and stabilising – which is why it’s a key ingredient in so many products from food and beauty to household cleaning.

In August 2022 the SASCI+ project has supported the Sanggau District Government to set up a joint commitment for a Sustainable Oil Palm Commodity Supply Chain System Toward Dignified Oil Palm Smallholders, which was signed by 22 oil palm mills and relevant government agencies. To solidify this joint commitment, SASCI+ will support the Sanggau district government in drafting a district regulation for sustainable palm oil. This activity contributes to SASCI+ project indicator C.1., which is aimed at providing public partners with strategies or recommendation frameworks to strengthen sustainable agricultural supply chains, to increase local value added and/or to strengthen resilience to climate change.

Against this background, SASCI+ seeks a Contractor to support for district regulation about sustainable palm oil in Sanggau District, West Kalimantan. The detail services is set forth in the attached of Term of Reference and other annexes.
