vacant position for Project Manager Local Cooperatives as Agents of Change for Climate Change Adaptation Project

 

Yayasan Rumah Energi (YRE) was established in 2012 in the social and humanitarian fields. The organization is mandated to contribute and create positive impacts on poverty alleviation, strengthening the livelihood of grassroots’ communities, adaptation and mitigation to climate change and assisting in disaster risk reduction through innovation and shared knowledge. Our flagship program is the Indonesia Domestic Biogas Program (BIRU). BIRU has facilitated the installation of 28,864 biodigesters in 16 provinces across Indonesia. The program has impacted over 163,184 people among which 28.182 people are farmers; trained 1,275 local masons; 156 local partner including Micro Finance Institutions, SMEs and universities. YRE has also been providing social business incubation assistance to women entrepreneurs through our Pro Women, Puan (Desa) Inspiratif programs and Sustainable Cacao Farmers and Organic Fertilizer Market (SCORE) Project.  Other projects that are currently being carried out include :  “Seeing, Sharing, and Working for Kalimalang” Project , the Pro Women for Renewable Energy Project, Local Milk Sourcing  Project and  “Building the Foundation for Local Cooperatives as Agents of Change in Sustainable Micro Financing” Project.

YRE will implement a year project named the “Local Cooperatives as Agents of Change
for Climate Change Adaptation” Project in Central Java to empower and enable local Indonesian cooperatives to be agents of change in the shared global challenge of climate adaptation and mitigation. The Project’s objective is to develop Local cooperatives’ s operational capacity to demonstrate readiness in implementing good governance and climate change adaptation financing. Currently, YRE is looking for a Project Manager to lead the Project in achieving its objective, milestones and KPIs. The Project Manager will be based in Central Java.

I.           About the Post

The Project Manager primary responsibilities are aimed at providing overall leadership in project management and general technical direction of the entire project.  The Project Manager will be the key focal point for the Project implementation by providing technical guidance, support, troubleshooting and project representative to local stakeholders.

The Project Manager will lead and manage the Project team; ensure effective and timely implementation of the project; acting as focal point and coordinator for local stakeholders and Project Partners; accountable for the operational activities on the ground. The Project Manager will be under the direct superviosion of YRE’s Program Director. 

II.         Task and Responsibilities

The Project Manager will be tasked with the following duties:

1.         Project Management:

a.    Coordinate and lead the preparation of field-based activities based on the approved workplan, timeline and monitoring and evaluation framework in consultation and under the strategic guidance of the Executive Director.

b.    Ensures that the project complies with YRE’s SoPs and compliance instruments including but not limited to financial, administrative, procurement, code of conduct, project management as guidance for the project implementation.

c.     Ensure that the field level activities are implemented in a timely manner and produced high-quality results in accordance with the project’s objective, milestones and KPIs.

d.    Oversee and provide guidance for the Project team.

e.    Ensure the Project conforms to YRE and Donor program principles and project standards as well as YRE organization value.

f.      Identify and promptly communicate to YRE management of any issues arising during project implementation.

g.    Any other necessary administration needed required by YRE pertaining to project.

h.    Identify, track, manage and resolve project issues

i.      Identify, manage and mitigate project risk
 

2.         Accountability:

a.    Ensures proper process and documentation for all forms of financial and procurement transactions under the project in compliance with YRE’s policies and guidelines.

b.    Ensures timely reporting and settlement of financial and procurement under the project  

c.     Collaborates closely with the YRE’s Jakarta team during audit undertaking.

3.    Monitoring, Reporting and Documentation:

a.    Define and collect metrics to measure project progress

b.    Ensure periodic reporting on a timely basis including narrative and financial report.

c.     Coordinate the Project team to comply with and utilize the monitoring and evaluation framework and tools to be used for tracking progress reporting.

d.    Ensure high quality documentation and means of verification for each Project activities

4.         Government Liaison/External Relations:

a.    Represent YRE for the day-to-day project implementation

b.    Proactively disseminate project information and make regular coordination to all stakeholders

c.     Establish and maintain positive working relationships with stakeholders at all levels

III.    Knowledge, Qualifications and Experience:

The Project Manager is expected to have the following qualifications:

·       Proven experience in supervisory and/or project management position of at least 5 (five) years

·       Educational background of Bachelor's degree in the field of Economy, Management or community development/development economics.

·       Experience and have strong knowledge in climate change issue and background knowledge and expertise on Good Corporate Governance

·       Experience and understanding of the different stakeholders involved in development projects

  • Experience in project financial management and/or monitoring & are highly desirable.

·       Having experience working with NGO/donor program/CSR is a plus

·       Ability to navigate complex development environments and work effectively with an array of implementing partners in a fast-paced environment

·       Able to develop and maintain good relationships with government agencies/institutions at all levels, non-government organization, and civil society organizations.

·       Excellent communication, negotiation and managerial skills

  • Excellent writing skill in English is required for reporting purposes.

·       Ability to make reports in a structured and informative manner

  • Ability to motivate and create a healthy and productive team environment

IV.          Term of Employment

The appointment is a full-time position of 40 hours per week. YRE offers a one-year contract.
