WRI Indonesia is looking for Social and Equity Analyst

 

Program Overview

WRI Indonesia is an independent research organization that works with governments, businesses, multilateral institutions and civil society groups to develop practical solutions that improve people’s lives and ensure nature can thrive in Indonesia.  WRI works to make gender, equity, and social inclusion a standard practice in environment and sustainable development initiatives. Therefore, we work across programs, initiatives, and centers across the institute to ensure our environmental projects are inclusive of social issues like gender and equity. The program has three main areas of work: (i) Ensuring that energy system and cities empower women and marginal groups (and take their safety concerns) into account through our work on e-mobility strategy and air quality; (ii) Promoting gender, equality, and social inclusion throughout our knowledge products and ensuring gender and social inclusion balance in public events, guided by a set of recommendations for our staff and others.

Clean Air Catalyst
A global initiative that seeks to identify, build awareness of, and eliminate the root causes of air pollution that damages climate, human, and ecosystem health. The program has three main areas of work: (i) engagement with city stakeholders to use participatory science to diagnose and develop targeted, cost-effective clean air solutions to protect human health and climate, (ii) working with the science community to convert innovative methods into tools and products that communities and policymakers can use to better manage their impact on the atmosphere, and (iii) working with national governments and business networks to design and implement broader regional-to-global air quality governance. The team is global, with senior experts distributed across WRI’s network of international offices. The program will work in three pilot regions with WRI international offices and local partners to test and refine a three-part data to action methodology for improving air quality and delivering climate co-benefits. Just Transition Framework in Indonesia
Just transition has gained its momentum recently, along with Indonesia’s pledge to achieve the ambitious climate target Net Zero Emissions by 2060 and the Government signal to adopt coal phase out by 2040. The commitment has attracted USD 20 billion funding pledge under the Just Energy Transition Partnership (JETP) launched at the G20 summit in November 2022. It is believed that by transitioning to low carbon and clean energy sources, Indonesia will reap benefit in terms of economic, social, and environmental aspects and achieve sustainable development in the future. However, transition to low carbon and even further to achieve net zero emissions in Indonesia entails challenges, not only in terms of infrastructure and technology, but also substantial economic and social structure, such as potential job losses, workplace, and workforce employability. The rapid progress of transition – in particular on energy and transportation sector – which have not been followed with clear indicators and equitable principles may further exacerbate existing inequalities and increase unjust situation for some of people. Within the Just Transition project, WRI Indonesia encourages the importance of people-centered transitions and formulate the evidence-based indicators and framework emphasizing socio-economic aspect at the heart of the transition. The Just Transition project will analyze the social and economic dimensions of a just transition by developing a set of evidence-based indicators to track just transition at the national and subnational-level focusing on energy and transport sectors, coupled with policy recommendations that can ensure positive progress towards the indicators. Through this program, WRI Indonesia will inform our targeted key decision makers in the government, the private sector, and communities to collaboratively ensure a just transition in Indonesia’s low carbon development.

Job Highlight
Social Equity Analyst will play a crucial role in assessing and promoting social equity considerations in the context of transitioning to a sustainable and low-carbon economy. The primary responsibility will be to analyze and evaluate the impacts of transitions in two sectors, namely transportation and energy, to ensure that the process is equitable, fair, and inclusive. This position will work with diverse stakeholders, including government agencies, community organizations, and industry representatives, to identify and address potential social inequities that may arise during the transition. Analysis results and recommendations will contribute to the development of policies, programs, and initiatives that promote social justice and ensure that the benefits and burdens of the transition are distributed equitably. This position will be based in Jakarta, reporting directly to GESI program lead while working closely and collaboratively with Just Transition Project Lead and the rest of the program team.

What You Will Do
Research (60%)
  • Conduct desk review on direct and indirect policies and regulations around energy and transportation sectors at national and subnational that potentially have social equity implications and cause differentiated impacts for women, people with disabilities, indigenous groups, marginalized communities, and poor populations among others.
  • In collaboration with GESI program lead toco-design assessment tools to evaluate the distribution of benefits, burdens, and opportunities among various social groups that will be affected by energy and transportation transitions.
  • Conduct comprehensive assessments through surveys, interviews, and other research methods.
  • Analyze data and information to evaluate the distribution of benefits, burdens, and opportunities among various social groups.
  • In collaboration with GESI program lead and senior economis to, co-develop policy recommendations that (1) identify potential risks and opportunities, and propose mitigation measures to minimize adverse effects and maximize positive outcomes (2) promote social equity and address potential inequalities arising from the transition. Contribute to the design and implementation of strategies to mitigate negative impacts and enhance positive outcomes for marginalized communities.

 

Stakeholder Engagement (20%)
  • Collaborate with a range of stakeholders, including community groups, non-profit organizations, government agencies, and industry representatives. Facilitate meetings, workshops, and consultations to gather input and ensure diverse perspectives are considered in decision-making processes.
  • Work together with WRI Indonesia’s Communication teams and partners in delivering public outreach, education, and engagement activities

 

Project Management (20%)
  • Collaborate and coordinate with staff across WRI Indonesia, WRI Global and other International Office. 
  • Support in organizing internal and external meetings, workshops, conferences and other dissemination activities. 
  • Contribute to formulating reports to funders and donors. 

What You Will Need 
Required Qualifications:
  • Bachelor's degree in social sciences, public policy, environmental studies, or a related field. A combination of education and relevant work experience will also be considered.
  • Strong understanding of social equity, environmental justice, and just transition principles and frameworks.
  • Knowledge of energy transition, sustainable development, climate change, or related fields is desirable.
  • Experience in conducting social impact assessments, equity analyses, or community-based research.
  • Familiarity with quantitative and qualitative research methods and data analysis techniques.
  • Excellent communication skills, both written and verbal, with the ability to convey complex ideas and analysis to diverse audiences.
  • Ability to work independently and collaboratively in a fast-paced, interdisciplinary environment.
  • Highly organized and detail oriented
  • Business proficiency in verbal and written communication skills on both English and Bahasa Indonesia.
  • Willing to travel

  • Work plan and knowledge products are expected to be carried out in timely, satisfactory fashion with minor supervision;

Contract Arrangement
Full-time with fixed-term employment agreement for up to October 2024 with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.
