WRI Indonesia is looking for Transport Analyst for Just Transition

Program Overview

WRI Indonesia is an independent research organization that works with governments, businesses, multilateral institutions and civil society groups to develop practical solutions that improve people’s lives and ensure nature can thrive in Indonesia. WRI Indonesia’s transport portfolio focus on reducing cities’ GHG emission through shifting to low carbon mobility, vehicle electrification and, in-parallel with the energy and climate programs, greening the electricity grid to reach optimum emission reduction. Just Transition Framework in Indonesia
Just transition has gained its momentum recently, along with Indonesia’s pledge to achieve the ambitious climate target Net Zero Emissions by 2060 and the Government signal to adopt coal phase out by 2040. It is believed that by transitioning to low carbon and clean energy sources, Indonesia will reap benefit in terms of economic, social, and environmental aspects and achieve sustainable development in the future. However, transition to low carbon and even further to achieve net zero emissions in Indonesia entails challenges, not only in terms of infrastructure and technology, but also substantial economic and social structure, such as potential job losses, workplace, and workforce employability. The rapid progress of transition – in particular on energy and transportation sector – which have not been followed with clear indicators and equitable principles may further exacerbate existing inequalities and increase unjust situation for some of people. The Just Transition project will analyze the social and economic dimensions of a just transition by developing a set of evidence-based indicators to track just transition at the national and subnational-level focusing on energy and transport sectors, coupled with policy recommendations that can ensure positive progress towards the indicators. Through this program, WRI Indonesia will inform our targeted key decision makers in the government, the private sector, and communities to collaboratively ensure a just transition in Indonesia’s low carbon development.

Transformative Urban mobility Initiative (TUMI)
The TUMI E-Bus Mission will build off WRI’s previous e-bus research and technical assistance activities. The project incorporates both deep transition support in a selected group of cities and peer-to-peer mentorship between cities. Through both the deep transition assistance and the mentorship program, the TUMI E-Bus Mission will systematically dismantle barriers to mass e-bus adoption, while mobilizing government, industry action and ensuring a just aspect in the transition. As part of TUMI’s coalition, WRI Indonesia plays key role in national and city stakeholder management, execution of the e-bus workplan, and mentee program support. In this phase 3 TUMI E-Bus Mission, WRI Indonesia will work with Transjakarta developing an alternative financing options for bus operators to ensure better transition and to jointly conduct research with the National Government on the new procurement model that can be adopted in multiple cities.

Job Highlight
The transport analyst for just transition will support WRI Indonesia transport team and just transition project team with excellent research, analysis, project management, and engagement on transport, e-mobility and just transition issues at national and sub-national level. He/She is expected to produce high quality research products that are designed to provide information needed by targeted audiences, and support program management and development. This position will be based in Jakarta with flexible travel requirement, report directly to the E-Mobility Senior Program Lead while working closely and collaboratively with the just transition project team and the rest of the team within the Climate-Energy-Cities-Ocean deputyship in WRI Indonesia.

What You Will Do
Research (60%)
  • Develop robust and unbiased research products that help tackle the complex issues of sustainable transport, inclusivity, e-mobility and just transition to inform relevant policymakers and other key stakeholders.
  • Assist the development of just transition framework in the transport sector that highlights the social and economic dimension of the transition.
  • Develop the capacity of WRI institutional knowledge on sustainable and inclusive transport, e-mobility and just transition.
  • Support WRI e-mobility team in transport policy analysis and providing evidence-based policy recommendations as needed on sustainable and equitable mobility strategies.
  • Familiarize on WRI’s research standard and guidance and support the development of WRI Indonesia knowledge product on sustainable transport, just transition and e-mobility.

Project Management (20%)
  • Collaborate and coordinate with staff across WRI Indonesia, WRI Global and International Offices, in particular from cities and urban mobility program.
  • Support in organizing internal and external meetings, workshops, conferences and other implementation activities.
  • Able to support teams in developing funding proposals, communication, and knowledge products with manager guidance.
  • Contribute in formulating report to funders and donors.

Stakeholder Engagement (20%)
  • Develop relationship to expand the engagement with policymakers and key stakeholder in national and sub-national level.
  • Develop and deliver presentations at public speaking events, international for a, one-on-one meetings and within internal WRI.
  • Able to communicate research approach and findings effectively to internal and external audiences with manager guidance
  • Coordinate activities with Government, donors, and partner organizations.

What You Will Need
  • Bachelor’s Degree in transportation, civil engineering, urban planning, economics, geography or any other related field.
  • Minimum 3 years of full-time work experience in transportation field, has knowledge and experience in sustainable transport and e-mobility topic is a plus.
  • Legally able to work in Indonesia
  • Able to travel to other provinces/cities in Indonesia.
  • Studies, interest or experience working on transportation, e-mobility, environment, and power sector issues is preferred
  • Proven extensive experience in statistical analysis and transport modelling.
  • Experience in scientific writing with history in publishing international peer-reviewed journal
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Excellent oral and written communication skills.
  • Professional fluency in Bahasa Indonesia and English.
  • Ability to work effectively in a fast-paced office environment and cross sectoral themes.
  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.
  • Problem solver who is willing to develop and share ideas internally and external

Performance Standards
  • Work plan and knowledge products are expected to be carried out in timely, satisfactory fashion with minor supervision;
  • Knowledge products produced show rigorous analytical content.
  • Effective teamwork and communication.
  • Positively maintained relationship with external and internal stakeholders

Contract Arrangement
Full-time with fixed-term employment agreement for up to October 2024 with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.

Must have authorization to work in Indonesia to be eligible for this position.
