Project Description 

Resonance is seeking candidates to serve as the MEL/CLA Data Management Officer for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.    Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.    Strengthened small-scale fisheries governance.  

3.    Increased government and market-based incentives for sustainable seafood products.   

4.    Improved protection of ETP marine species affected by fishing practices.  

 

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

 

USAID Ber-IKAN MEL/CLA Data Management Officer will report to MEL/CLA Coordinator. S/he will support the MEL/CLA Coordinator for the technical and administrative components of USAID Ber-IKAN MEL/CLA activities. The main responsibilities will include:

·       Provide support on all aspects related to data management, analysis, monitoring, evaluation, and reporting for USAID Ber-IKAN.

·       Provide support in the preparation of relevant data collection and monitoring tools as well as development of the database for storing data and information.

·       Provide support in regular data analysis and visualization of key indicators.

·       Update project database on regular basis through entering and processing relevant data on timely basis.

·       Collate and extract relevant information from the project database in a regular basis, ensuring information/data are available upon request.

·       Support the baseline and assessment/survey activities.

·       Documenting activity results and best-practices employed by technical team.

·       Provide support in establishment of feedback mechanism among partners and beneficiaries, ensuring proper documentation and its relevance to current implementation strategy and future programming.

·       Maintain the archiving and documentation system.

DELIVERABLES

·       Monitoring system of baseline data collection progress in Excel format.

·       Monthly update of USAID Ber-IKAN indicators data trackers in Excel format.

·       Monthly update of USAID Ber-IKAN activities participants database in Excel format.

·       Excel database on the results pre and post test of USAID Ber-IKAN trainings.

·       Documentation system of MEL related archives of USAID Ber-IKAN activities.

 

PERIOD OF SERVICE: 

·       Six months, starting from July 24, 2023 – January 23, 2024, with possible extension.

 

QUALIFICATIONS: 

·       Bachelor’s degree (or equivalent experience) required.

·       At least 3 years of experience in conducting or supporting research projects, manage data collection and administration.

·       Experience working with USAID projects is preferred.

·       Strong interpersonal skills and demonstrated ability to work well as a team.

·       Ability to work under pressure and manage competing priorities and deadlines.

·       Good oral and written communication skills in English and Bahasa Indonesia.

·       Willing to travel in districts and provinces.
