Background

MADANI is a five-year, $19.8 million, USAID-funded project implemented by FHI 360 to strengthen local government accountability and communal tolerance in Indonesia by improving and sustaining local civil society’s capacity, legitimacy, and sustainability. MADANI’s vision is to leave Indonesia a better functioning, more tolerant, and more resilient democracy, demonstrated by strengthened local democratic practices, improved local government performance and responsiveness, better accountability of frontline service delivery, and more effective and inclusive mechanisms for community-level participation and transparency. In each jurisdiction, people in positions of power and leadership will be encouraged to model and champion government accountability and communal tolerance; and citizens will become more receptive to these ideas through positive messaging and increased media and digital literacy brought about by MADANI programming.

MADANI works toward this vision by providing grants and technical assistance (TA) directly to targeted subnational civil society organizations (CSOs) in 31 districts and cities in the provinces of West Java, Central Java, East Java, South Sulawesi, West Kalimantan and Banten to improve their operational capacities and systems, build stronger ties with communities and local governments, and support an improved environment and more sustainable means of mobilizing financial resources, including from the government and private sector. MADANI works closely with these lead CSO partners to (1) strengthen their organization capacity and the effectiveness and efficiency of their work; (2) improve the legitimacy of CSOs in the eyes of local government and communities; (3) bolster efforts to improve the sustainability of CSO to bring out social change through improving the enabling environment for civil society and mobilizing local resources. MADANI’s program goal is that local civil society is better able to advocate for government accountability and communal tolerance at the local level. To achieve this, MADANI provides technical assistance to CSOs to improve their operational capacities and systems, build stronger ties with communities and local governments and support an improved environment and more sustainable means of mobilizing financial resources, including from the government and private sector.

The MADANI initiative is ending in February 2024, with field activies closing in September 2023. As part of close-out activities, MADANI is now looking for an experienced consultant to support the MEL and Technical Team to ensure that project activities are properly documented, and lessons learned are disseminated.

 

Scope of Work

The Senior Communication Consultant will support the development of project communications materials, including announcements, briefing documents, website, and blog content. S/he may be tasked to co-organize promotional events such as knowledge sharing seminars, and contribute to develop clear, concise, and coordinated messaging across multiple communications vehicles to share project lessons learned and results. The Senior Communications Consultant will work across all communications platforms, including emails, websites, and other communication mediums to reach project audiences and promote MADANI’s results. 

The Senior Communication Consultant will be supported by a Communication Assistant consultant and KMIS Specialist.

 

Duties & Responsibilities: 

The Senior Communication Consultant will: 

  • Design and prepare a variety of promotional and informational materials of MADANI activities and results, including articles, briefing documents, memos, website content, brochures, blog posts and newsletters content for both Indonesian and donor audiences. 
  • Draft content (e.g., press releases) for mass media for MADANI events. Plan media events or press conferences as needed.
  • Works closely with the MADANI Technical Team and the Monitoring, Evaluation and Learning Specialist to develop success stories, lessons learned, and other project documents to share with project stakeholders and development partners, promoting the work of MADANI civil society partners.
  • Contribute to the production of project deliverables including quarterly and annual reports, learning documents, good practices and impact stories documentation and other client-required products. 
  • Review and ensure that all MADANI materials comply with USAID marking and branding requirement, incl. those from local CSO partners. 
  • Any other communication tasks as requested.

Support the content development of the MADANI website and monthly newsletters (MADANI Newsletter) in collaboration with KMIS Specialist and Communication Assistant Consultant

Review and ensure that all communication materials are in compliance with USAID marking and branding requirement, incl. those in the fields.

Deliverables and Level of Effort: It is expected that the assistance will be carried out over a period of up to 84 days during August 2023-January 2024 (an average of 14 days per month for six months)

 

Location of Work:  Jakarta

Travel: Travel to MADANI sites might be necessary. The Consultant will need to work at the MADANI office in Central Jakarta on request.

Qualifications

  • Minimum of Bachelor’s degree in English, Journalism, Public Relations, Communications or a related field. 
  • At least five years of senior experience in writing, editing, and developing publications and communications materials. 
  • Prior experience with a USG implementing partner is preferred
  • Having experience and working with national and sub-national CSOs is preferred.
  • Solid understanding of project management principles
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff. 
  • Familiar with USAID marking and branding policies is preferred
  • Excellent written and oral communication skills in English and Bahasa Indonesian are required 

 

Evaluation Criteria: Proposals will be evaluated by relevant education, related work experiences, analytical skills and writing capacity.

 

 

Required Documentation: Proposals must include the following components:

Cover letter, CV, proposed daily rate, and a sample similar report.

·       COVID-19: The selected Consultant must be fully vaccinated against COVID-19 (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) in order to enter FHI 360 US offices or travel to, from, or within the US on FHI 360’s behalf.   Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360.  Covid-19 provisions may change at any time and without advance notice.
