Formative Research Consultant of Community Manage Nutrition Project

Plan International Indonesia has been operating in Indonesia since 1969 to help needy children and community to access their rights to health, sanitation, education, livelihoods and protection.
Plan’s work bring benefits 55,000 sponsored children and more than 400 communities nationwide. Plan’s work in Indonesia covers 6 core areas, all of which are rooted in the rights of the child:

child health
education and early childhood care and development
economic security  (livelihood)
child protection and participation
disaster response and risk reduction (DRR)
Water and Sanitation (WASH)
To deliver above mentioned core program areas, currently Plan Indonesia operates in nine active Program Unit (PU) namely Surabaya (East Java), Kebumen, Rembang, Grobogan (Central Java), Sikka, Soe, Kefamenanu,  Lembata (NTT) and Dompu (NTB).


In Nusa Tenggara Timur (NTT) province Plan Indonesia has been implementing The Community Managed Nutrition Project (CMNP) since July 2009 which is supported by Aus-AID through Plan Australia and is going to ended in June 2012. The project aim is to contribute to the improvement of the nutritional situation of children under the age of five years in 10 villages in Timor Tengah Selatan (TTS) district and 10 villages in Timor Tengah Utara (TTU) district.

One of the objectives of this project is to increase from 60% to 80% the number of parents/caregivers with appropriate knowledge and caring practices for boys and girls under the age of five years (CU5) in the target areas. The Behaviour Change Communication (BCC)[1] is an important part to achieve this objective as helping parents/caregivers and communities to select and practice good behavior that will positively impact their children health

The CMNP invites an external consultant to conduct Formative research at sampled villages about Infant and Young child Feeding (IYCF) practices and develop BCC strategy accordingly. Results from this consultancy will feed into development of IEC materials in Q1 FY12.

 The objectives of formative research may accommodate the followings: To re-define/identify IYCF problems from community (target group) perspective; to gain community recommendations around appropriate practices that should be promoted and facilitated; to gather more in-depth understanding on “do-able appropriate practices” from community (target group) perspectives.

Qualification of consultant

Good knowledge about formative research design and  Behavior Change Communication (BCC)
Previous relevant experience at least 5 years in conducting formative research, development of BCC strategy and materials for health and nutrition program/projects
Strong communication and writing skills in English required.
Team-building and problem- solving skills
Has appropriate composition of consultants with balance of relevant academic and experiences;
Has experiences in managing large surveys in the context of community development programs/projects, especially programs CSD, particularly in BCC.
Familiarity with the policies, programmes and operating styles of the local and national governments that relevant with survey objectives
A solid network of contacts in the survey target areas including with technical agencies, policy institutions, non-government, universities and community-based organizations.
Understanding and sensitivity to the diversity of cultures, tradition and languages of the areas
