As a nationwide consultant, Technical Support Group (TSG) of PNPM Peduli provide civil society organizations (CSOs) involved in PNPM Peduli with technical assistance and capacity building tailored to CSOs’ needs,and is seeking national candidates for filling the position of monitoring and evaluation specialist. The role of the specialist is to work directly on laying the foundation of the PNPM Peduli monitoring, evaluation and learning systems, as well as knowledge management system, management information system (MIS) and also capacity building for PNPM Peduli grantees. The specialist will also contribute to the PNPM Peduli overall Communication Strategy to promote learning.
PNPM Peduli focuses on the most marginalized among the poor that are often not easily reached through existing poverty reduction programs, including PNPM Mandiri. Civil society organizations (CSOs) and community groups at the grassroots level often have a comparative advantage in reaching and working with these groups. PNPM Peduli is a new program that recognizes such comparative advantage, and seeks to complement PNPM Mandiri by supporting three national civil society organizations working with 59 CSO partners and organization branches for the most marginalized across 24 provinces.
Major Responsibilities:
The general role of the M&E Specialist is to:
a) Assisting team in designing system, mechanism and tools for ME and identifying and collecting lessons learned, innovation and good practices from sub-granted CSOs and EOs.
b) Monitor the performance and progress of EOs in managing and monitoring their sub-grants and in providing capacity-building to CSOs;
c) Developing mechanism for quality learning process and sharing good practices among relevant stakeholders.
d) Provide tailored support to EOs as needed in the management and implementation of these two functions (sub-grant management and monitoring as well as capacity building);
e) Help design and oversee implementation of a complaint handling system for the program.
f) Provide periodic reporting to TSG Management Coordinator and Project Leader
g) Support to expert team in developing ME and knowledge management system.
h) Spend an estimated 40% of time on travel to sub-grantees location (for spot check and capacity building)

Requirement
· Bachelor degree in social science, economic and development study or a related field with a focus on community development with training in quantitative and qualitative methods. Masters-level degree is an asset but is not mandatory.
· Able to demonstrate knowledge and experience in program monitoring and evaluation.
· Strong in both quantitative and qualitative skills.
· Strong organizational, analytical, communication (including written) and information management skills.
· Ability to work with a diverse team and in different cultural settings, and also with marginalized group.
· Analytical understanding and demonstrated experience in monitoring and evaluation, and in learning and knowledge sharing around program impact, effectiveness and results, particularly gender programming.
· Strong analytical understanding and demonstrated experience/knowledge in human rights and gender equality programming.
· Demonstrated knowledge and significant experience in the documentation and dissemination of evaluation results, program learning and accountability reports.
· Experience in designing and organizing learning events, with a focus on gender programming.
· Demonstrated commitment to global justice, social change and gender equality.
