Field Oversight Advisor

Position Description
 
POSITION TITLE:                              Field Oversight Advisor – Violence Against Women (VAW) in Eastern Indonesia Project
LOCATION:                                         Indonesia

REPORTS TO:                                    Unit Director or designee
 
 
Position Summary:
In close coordination and technical guidance from the Chief of Party, the Field Oversight Advisor will be responsible for overseeing program development and logistics for all components of a program focused on reducing gender based violence (GBV) in Eastern Indonesia.  S/he will manage technical program development, as appropriate and act as Chief of Party in her/his absence. The program’s aim is to improve local capacity to serve victims of GBV, raise awareness of the problem, and promote behavior change in local communities. Position will likely be based in Jayapura, Papua, with project-funded travel in the Eastern Region and to Jakarta. Position is contingent upon receipt of donor funding.
 
ESSENTIAL RESPONSIBILITIES:
The Field Oversight Advisor is responsible for supporting the institution and implementation of high-quality and relevant systems for BERSAMA program development, implementation, monitoring and evaluation in compliance with the approved framework and plan for the program. S/he will oversee program implementation, and in particular oversee logistics requirements for all components of the program, support procurement and management of sub-awards, using vetted and relevant procedures for acquiring goods and services required by the program.
 
·         In close coordination with the Chief of Party and program staff, support the development of annual plans for the program; indicating logistics requirements for all components of the program;
·         Develop a program-specific logistics plan to support all program components, in accordance with WI policy and donor guidelines, including a monitoring plan for its efficient implementation;
·         Develop a program specific awards management process, utilizing the most reasonable, fair and expeditious procurement alternative for each grant, in compliance with WI and donor guidelines for procurement of sub-awards;
·         Assist in training staff in complying with logistics, awards management, financial and other aspects related to meeting program standards for implementation and monitoring of these key aspects of the program;
·         Implement a sub-award monitoring and capacity building plan for program staff and sub-awardees in all aspects related to the delivery of their services, ensuring that sub-awardees improve their capacity to deliver high-quality results and contribute to achieving program outcomes in a timely manner;
·         Assist the Chief of Party in preparing and submitting timely and accurate activity, financial and procurement reports to USAID and Winrock;
·         Manage technical program components as appropriate and in close collaboration with the Chief of Party;
·         Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community as appropriate
·         Other duties as assigned
 
 
QUALIFICATIONS:
Successful candidates will have strong management skills, with expertise in program operations and awards management, preferably of USAID-funded programs. S/he should possess salient experience implementing international programs addressing gender inequality and female empowerment, preferably in Papua and/or West Papua
 
 
Education:          Bachelor degree of equivalent in Gender/GBV studies, or other related social science and development studies
 
Technical            
·         Applicants must have a minimum of seven years’ experience working in GBV projects, preferably in Papua.
·         S/he must have extensive experience in operations work, including procurement, logistics, sub-awards management and compliance monitoring
·         Expertise in theoretically grounded, well-documented approaches to the following integrally related areas of knowledge and practice: gender analysis; women’s rights instruments and advocacy and other strategies to achieve related policy reform and responsive governance; the breath of approaches to combating GBV, with emphasis on community-based approaches.
 
 
Management
Experience:
·         Experience managing international projects to the highest ethical standards Demonstrated leadership and operations skills in the management of complex, multi-activity programming, on time and on budget.
·         Financial management, budget design, and budget management experience
·         Logistics planning, systems development, compliance monitoring
·         Awards management, excellent partnership skills; capacity building support for subawardees and staff
·         Demonstrated success in motivating and supervising diverse teams of employees.
·         Experience in strategic planning and implementation of strategic plans.
 
Skills/
Knowledge:       
·         Knowledge or understanding of social, economic, and legal issues related to GBV, ideally in the target region of Indonesia.
·         Knowledge and skills in all aspects of procurement, logistics and awards management
·         Demonstrated strong knowledge of USAID procurement systems; previous USAID-funded project experiences is preferred;
·         Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
·         Demonstrated skills in written and spoken English.
·         Fluency in Bahasa required.
