General Description
of task(s) and objectives to be achieved
Under overall supervision
of the FAO Representative (FAOR) in Indonesia, the
direct supervision of the Assistant FAOR (Programme),
and in close collaboration with relevant
FAO technical staff in the Regional Office for Asia and the Pacific (RAP)
and with FAO technical consultants, the Programme
Officer will support the development, implementation and monitoring of the FAO Country
Programme Framework (CPF) for Indonesia,
particularly with relation to the Global Environment Facility (GEF).
Specific
responsibilities include:
·
Based on priorities identified in the CPF and in reference with GEF projects, in close liaison with appropriate government counterparts,
development partners and International
Consultant, contribute to development
of documentation related
to new pipeline projects (Project
Identification Form, Project Document etc.) and
to completion of tasks associated with review and
approval by relevant parties in FAO;

Participate on behalf of FAO Indonesia and arrange the
meetings and workshops associated with the development of pipeline projects;
·
Prepare and contribute to preparation of working
papers, briefing notes, presentation materials
in technical areas related to FAO’s work (agriculture,
forestry, fisheries, rural development, including Disaster Risk Reduction in
agriculture) by collecting, preparing and analysing relevant data and information;
·
Prepare terms of
reference (TORs) for consultant(s) and organizational service
providers needed for project
preparation and implementation;
·
In
liaison with FAO Lead Technical Officers (LTOs)
and Budget Holder, participate in providing oversight
functions for active projects, especially funded by GEF, to ensure
technical quality, and
·
Working
closely with the National Project Manager and FAO Operations
Team, ensure timely delivery of
project inputs and achievement of results;
·
Prepare drafts of periodic
and ad-hoc report(s) for the FAO-Indonesia Programme
Team;
·
Prepare correspondence in
response to internal and external queries, and
obtain additional information as required;
·
Perform other related duties as required.
Expected Outputs:
·
Inputs to project ideas/concept notes provided
in a timely manner;
·
Pipeline projects’s internal technical review and submission to the National GEF Operational Focal Point completed
in a timely way;
·
Terms of Reference for national consultants
drafted in a timely
manner, and of sound quality for
pipeline and on-going projects;
·
High quality presentation and briefing materials as
and when needed;
·
Draft periodic and
ad-hoc reports submitted in a timely manner.
Academic
Qualifications:
·
Post-graduate university degree, with specialisation in a field related to FAO’s
mandate (agriculture, fisheries, forestry, environment, socio-economics,
nutrition).
Technical Competencies
and Experience Requirements:
· At least ten years of experience in the planning and development of technical programmes in areas of FAO’s mandate and expertise (knowledge of GEF and
DRR project/programme
development is preferable)
·
Strong networking skills, with
government and with other national/international
development partners
·
Ability to take initiative with good
time management skils; ability to work with
minimum supervision
·
Excellent interpersonal and communication
skills
·
Ability to work in a multi-cultural environment
with sensitivity and respect to diversity
·
Previous employment in international
organizations preferably with UN specialized agencies
·
Very good knowledge of the English language,
both oral and written
·
Proficiency in MS Office, particularly Word and
Excel
Languages: Fluency in written and spoken English and Bahasa
Indonesia
