Program Overview
The
Monitoring & Evaluation Coordinator will report to the WRI
Indonesia Head of Operations. She/he will work closely with WRI
Indonesia Project Coordinators in Jakarta and the WRI Global M&E
team in Washington, DC, to design, implement and manage a comprehensive
monitoring and evaluation framework for WRI Indonesia, focusing on
reforming the forest and land use sector in Indonesia.

primarily focuses on forest and land-use. Over time WRI Indonesia aims
to expand its portfolio to include climate, energy, and city and
transportation. Therefore, it is important for the organization to
identify and put in place the research building blocks for achieving the
vision of WRI Indonesia supporting science- and data-driven decision
making at national and sub-national level.
The
Monitoring & Evaluation (M&E) Coordinator will manage and
coordinate all monitoring and evaluation responsibilities for the
program. The M&E coordinator will be responsible for improving the
M&E system in the organization, capturing and communicating key
lessons learned throughout the project, and ensuring that knowledge and learning are communicated throughout the institute, and with partners and donors. The coordinator will cover the WRI Indonesia portfolio which are Forest and landscape, Energy, Cities, Ocean and Climate.
Job Responsibilities
· country
strategy, theory of change, project planning including to support new
project with logical framework, and monitor the implementation of the
program/projects.
· Provide
guidance on the day-to-day project management activities that support
the implementation of activities in the detailed implementation plan,
overseeing the budget utilization
· Support
and improve the capacity of monitoring and reporting team in regional
offices (Riau, South Sumatera, Papua and West Papua).
· Lead a quarterly review of progress against the detailed implementation plan
· Regularly communicate progress and key outcomes to the Head of Operations and Country Director.
· Contribute to proposal development as needed
· Work
closely with technical staff and field staff to design and implement a
system to identify, analyze, document and disseminate lessons learned
from project activities
· Lead
the internal evaluation, share the evaluation results with all relevant
teams and ensure that lessons from evaluations are incorporated into
the development of all new projects
· Coordinate the of the annual project report and final project report to be submitted to the donor. This report must include:
1. An assessment of the project’s effect on society (impact)
2. A description of the main lessons learned from the project
3. An assessment of the sustainability of the achieved results by the project
· Actively contribute to WRI Indonesia Annual Planning
· Ensuring the projects design are in line with WRI Indonesia Country Strategy including monitor the progress of the strategy
Job Qualifications
· Master’s
degree in in a relevant field. Minimum 5 years of full-time work
experience related to monitoring & evaluation and/or project
management within a development organization or international NGO
· This role will require work-related travel to government agencies in Jakarta and other locations including WRI Regional Offices
· Knowledge of the non-profit sector and the context in which non-profit organizations operate
· High level report writing skills and quantitative analysis skills
· Ability to communicate effectively with a diverse range of people and cultures, including government institutions
· Good knowledge of M&E best practice methodologies
· Ability to multi-task and allocate/review priorities to meet deadlines in a time-bound environment
· Detail-oriented and organized thinker who can juggle multiple, competing priorities
· Fluency in Bahasa Indonesia and English
Preferred Qualifications:
· Postgraduate
research experience or an equivalent experience directly related to
monitoring and evaluation and/or international development is highly
desirable
· Experience
working in one or more related field: forest conservation, landscape
restoration, local and indigenous land rights, conflict resolution,
environmental policy, sustainable livelihoods, rural development
· Expertise in gender analysis and gender sensitive research methods
· A good understanding of Government of Indonesia (GoI) processes
Performance Standard
· Demonstrate expertise in project design and management and project-level monitoring and evaluation
· Demonstrate practical experience in research and evaluation design and implementation, including developing
sound methods and tools for data collection. Ability to apply
analytical techniques to develop high quality reporting is essential
· Demonstrate ability to break down and communicate complex concepts simply with a range of stakeholders in multicultural settings
· Demonstrate ability to facilitate learning from M&E findings with implementation teams and other relevant stakeholders
· Experience supervising and mentoring staff
Must have authorization to work in Indonesia to be eligible for this position.
Final candidates might be required to take a writing test and to produce two writing samples when needed.
