Service Providers to Undertake an Indonesia Postharvest Loss of Nutrition (IPLAN) Innovation Challenges event

As a leader in identifying and delivering solutions to address malnutrition, GAIN seeks to strengthen the value chain for nutritious foods thus making nutritious diets more affordable and accessible for vulnerable populations. To this end, we take a market-based approach, promoting investment in local private enterprises along the value chain.  With our new strategy, we hope to reach a formative, sustainable and scalable solution to food insecurity and malnutrition. Particularly for I-PLAN (Indonesia - Postharvest Loss Alliance For Nutrition, GAIN Indonesia designed PLAN as a global and in-country platform that would connect experts and supply chain actors in order to share knowledge, collaborate and coordinate activities to collectively reduce postharvest loss (PHL) of nutritious foods, and making them more accessible for consumers. With funding from the Dutch, IPLAN conducted its initial design work in early 2017 to roll out PLAN Indonesia (I-PLAN) with a focus on marine fish (tongkol) as a proxy.  There are 4 main components of I-PLAN project implementation plan, which is (i) Building the Alliance; (ii) Innovation Challenges; (iii) Monitoring and Evaluation System, and (iv) Study and Assessment related to PHL and policies. 

Innovation Challenges to improve Cold Chain System at domestic fish market:

Fish is an important part of the diet, not only for animal protein, but also as a source of micronutrients, minerals and essential fatty acids. 100g of Tongkol contains 56% and 100% of the recommended protein intake for an adult and for a child 4-9 years old respectively.. GAIN estimated that the local supply chain was losing up to 25% of its fish postharvest. If it converted this food loss into nutrients lost, and it can be highlighted that around 16,500-27,500 metric tonnes of fish protein are lost every year.  The majority of these nutritious foods are lost or wasted post-farm gate where the absence of a strong, postharvest preservation industry creates a direct and swift path from food to waste. Without suitable technologies to conserve, store and process nutritious foods, the cost of better, diverse and nutritious diets increases drastically.

Referring to that problems, GAIN conducted an in-depth landscape analysis of the local fish supply chain to pinpoint the challenges that cause PHL and how PLAN interventions can address them. The analysis has steered I-PLAN to focus on interventions in fish landing sites, transport and distribution, retail and storage system both before or after sale hour which is where most of the fish is being lost. Cold chain technologies to reduce fish decay along the supply chain will be crucial.  Therefore, GAIN would like to organize an innovation challenge to source local, innovative solutions to solve local challenges along the domestic fresh fish supply chain. The solutions from the innovation challenge should address pitch points between the fish landing sites to consumers to ensure that the fresh fish is safe and nutritious for local consumption, not only for urban areas but also for communities who lives at rural or remote areas, particularly at mountain or hills areas where usually marine fresh fish is rarely available or sold at a very high price.  

Objective of the Innovation Challenges:

1. To surface several new technologies or innovations that can be adopted by local supply chain actors with the aim to reduce PHL of fresh marine fish along the supply chain, that consist of several critical point such as at (i) landing sites, (ii) transport and distribution (include mobile trader such as motorcycle or cart-vegetable trader), (iii) retailer include road side seller; and (iv) small storage system.
2. With grants support, the winners should produce and test whether the innovation is suitable or not to reducing PHL, and establishing simple data related to change of losses (before and after the innovation was adopted) at each stage of the supply chain. This will help to understand how the innovation can improve existing condition, and reduce the losses both physical, quality, nutrition, market force that affect to financial loss. 
3. To strengthen and/or accelerate startups business of winners, and ensuring that the innovations have lasting sustainable effects on reducing PHL of fresh fish.  This should be reflected from the proposed activities by Service Provider on how startup can be supported, either finding support or investment from other agencies / provider network besides IPLAN GAIN in form of grants or seed capital at pilot scale.

Area:

The Innovation Challenge will be nationally advertised and will accept applicants from all regions. However, once the winning innovations are selected, I-PLAN would like to pilot the innovations where the project is being implemented in East Java Province i.e. City Surabaya and Probolinggo District .  These locations have been selected on the basis of: (i) potential location for pilot on reducing PHL in the areas, represent urban and rural areas; (ii) food and nutrition insecurity; (iii) complementarity with other development partner and Government programs such as BADUTA program under the Ministry of Health (MoH). 

               

Beneficiaries:

The project will directly assist actors along the local fish supply chain.

1.  Increasing the availability of fresh fish or food from fresh fish, to lower income consumers (improving access)

2.  Reducing postharvest losses of fresh fish for domestic consumers (increasing affordability)

3.  Unlock supply chain challenges that cause Post Harvest Losses (improve profitability)
