Southeast Asia, The Deutsche Gesellschaft für Internationale Zusammenarbeit
(GIZ) on behalf of BMZ is implementing a number of partnership projects with
the private sector, mostly in the agribusiness sector. These partnership
projects focus strongly on smallholder development and integration of
smallholder farmers into supply chains. Starting from 2018, all partnership
projects have been bundled in the newly set-up Business Hub, coordinated out of
Jakarta.

Trainer for the Implementation of
Agripreneurship
Development Programme
I.
Background
Indonesia, Philippines and Thailand have a
long history of coffee growing. However, the production level has been
declining or stagnating despite the growing local coffee demand and consumption
in these three countries. Most coffee producers in the region are smallholder
farmers with few resources and limited access to entrepreneurial knowledge as
well as farming services. Proper adoption of entrepreneurial knowledge and good
agricultural practices remains low. Meanwhile, alternative crops can appear
more lucrative or offer more frequent harvests through the year led to a
negligence of coffee farming. Price fluctuations for agricultural crops pose a
considerable risk to the smallholder farmers prompting the need to look into
diversification in the farms to increase their income. However, good
intercropping model are still lacking resulting in economically non-viable
farms and low land use efficiency.
Moreover, land tenure insecurity in some
areas and low level of organization of farmers impede better access to farm
inputs, scaling of technical advice and financial services as well as the
representation of farmers’ interests. In all three countries, the changing
climate affects the environment and, for example, causes drought or soil
degradation. With no measures being taken to sustain or improve soil fertility,
this is exacerbating the decline in coffee productivity.
In order to address these challenges,
Nestlé and GIZ join forces and establish a Strategic Alliance (StA) Coffee+ under
the develoPPP.de programme of the Germany's
Federal Ministry for Economic Cooperation and Development (BMZ) that supports
smallholder coffee farmers in selected areas in Indonesia, the Philippines and Thailand
to raise their productivity and profitability in a responsible way.
The overall objective of the StA Coffee+ is to improve the
economic viability of the smallholder coffee farming systems in the selected
areas in Indonesia, the Philippines and Thailand. To achieve the aforementioned
objective, the StA Coffee+ works directly with 10,500 smallholder coffee
farmers and their families with 7,000 farmers in Indonesia, 1,500 farmers in
the Philippines and 2,000 farmers in Thailand.
Implementing partner in the project is Nestlé. Nestlé aims to
secure a long-term fully functioning supply chain with responsibly produced
Robusta Coffee in all three countries to meet the rising domestic demand. At
the same time, smallholder farmers benefit from increased productivity,
diversified crops and increased income.
Within the time period of 2018 to 2020, the StA Coffee+ is active
in four main components, namely:
1.
First component focuses on
training of smallholder farmers through the so-called Agripreneurship
Development Programme. This capacity building measure will equip the farmers
with the technical skills to improve their productivity and production cost as
well as promote business skills of smallholder coffee farmers Second component
emphasizes measures to strengthen local farmer groups and organizations
according to local needs. This will enable farmers to benefit from improved
access to farming inputs, services and markets

Third component promotes
lessons sharing through dialogues and cooperation with local and national
government as well as the civil society. Through this component, local
ownership will be promoted, which will consequently secure long-term
sustainability of the measure
3.
Fourth component puts the
emphasis on monitoring and evaluating the implementation of activities,
including the achievement of project results.
II.
Objective of the Assignment
The main objective of the assignment
is to facilitate the implementation of Agripreneurship Development Programme
(ADP).. The consultant will be responsible for the preparation phase, delivery of Training on Trainers (ToT) in the
project area of Tanggamus, Lampung and reporting on the first batch of the ToT
implementation.
III.
Required support:
The appointed consultant will support
the team for the successful implementation of ADP with the following scope of
work, namely:
1.
Preparation
phase
For
the preparation phase, consultant is expected to review the reworked general
reference materials of ADP, which will serve as the main training modules, and
translate them into a farmer-friendly training plan. In doing so, consultant
needs to closely coordinate with the team in Lampung.
2.
Participation
in the Master Training
In
order to equip the consultant with sufficient knowledge on the Farmer Business
School (FBS), which will be the core of the ADP, consultant will participate in
the Master Training in Bangkok, Thailand from August 20th – 24th,
2018. Envisaged participation in the Master Training will further familiarize
the appointed consultant with the context the consultant will be working in and
topic that will be later delivered by the consultant through the ToT

Delivery
of Training on Trainers (ToT)
Appointed
consultant will conduct the ToT to the ICS trainers in the project area of
Tanggamus, Lampung. ICS trainers will serve as multipliers and be responsible
to conduct farmer trainers. Hence, facilitation of the ToT shall ensure that
the ICS trainers are able to further the training at the farmers level.
4.
Follow-up
Coaching
The
consultant shall be available to support, if necessary, follow-up measures
following after the ToT, namely farmer trainers. Depending on the needs on the
ground, the Coffee+ team will decide on the need, scope and means of
implementation of follow-up coaching.
5.
Reporting
Consultant
will prepare short report for the team upon the finalization of the first batch
of ADP implementation that guides the team on the future implementation and
that includes practical recommendations..

V.
Profile of consultant
Desired consultant should fulfill the
following requirements:
- Academic
qualifications in agriculture, agribusiness or other related academic
background
- A
minimum of five (5) years technical experience in the agriculture/agribusiness
sector
- Experience
in working with community development will be an advantage
- Demonstrated
strong facilitation skills, dynamic personality and ability to understand
different contexts easily
- Knowledgeable
in liaising with and presenting information to smallholder farmers, proven by
previous experience
- Very
good command of English, both oral and written
VI.
Timeframe and Location
The consultant will work during the
period of August 1st, 2018
– October 15th, 2018. The assignment is foreseen to require up
to a maximum of 36 days (incl. travel days).
The main location for this assignment
will be based on where the appointed consultant resides. However, traveling to
project location of Tanggamus in Lampung, Bangkok and to DKI Jakarta is
expected as mentioned on the section IV. of this terms of reference.
VII.
Amendments of the Terms of Reference
Any amendments to the terms of
reference must be made in writing only and are subject to an agreement between
GIZ and the appointed consultant.

complemented with training management proposal, detailing proposed approaches
