I. Position Information
Title: Consultant for Anti-Corruption Forum
Department/Unit: UNODC Indonesia
Reports to: Project Coordinator
Duty Station: Jakarta, Indonesia
Duration of Assignment: From: Fulltime starting immediately for 5 months
II. Background Information
The European Union-funded project: 'Strengthening the Rule of Law and Security in Indonesia Programme'. The overall objective of the project is to support Indonesia's fight against corruption.
One of the project outcomes is to Strengthened anti-corruption strategy (RAN-PK and successor) and its implementation through improved stakeholder involvement and coordination. The RAN - PK / STRANAS activity cluster encompasses several measures seeking to increase the quality of coordination between and participation of government, NGOs, media, private sector and academia involved in the fight against corruption. An Anti-Corruption (AC) Forum, as coordination mechanism with a mandate to facilitate cooperation on corruption prevention, will be established through the action. As mentioned above, AC Forum will be a multi stake holder mechanism. Aside from dialogue on current anti-corruption policy formation, AC Forum activities and findings will be widely publicized through media campaigns and public education.
All the output in this outcome such as : 1) studies on government Anti - Corruption Reform including UNCAC implementation (including studies on corruption prevention measure implementation within (i) Directorate General of Tax; (ii) the Directorate General of Customs and (iii) the 2 local governments . 2) Survey Monitoring and Evaluation Coordination on bureaucracy reform implementation with the Ministry for Administrative Reform ( KeMenPAN)
The results of all the outputs will be share in AC Forum meetings and will be publicized through AC forum database.
III. Objectives of Assignment
The consultant will coordinate and lead the delivery of Anti-Corruption Forum (AC Forum) meetings. The AC forum is developed with the intentions that combating corruption is the responsibility of every citizen, is not only part of Government's responsibility and Legal inst, but also involving public actively. An AC Forum, as a coordination mechanism with a mandate to facilitate corporation on corruption prevention, will be established through the action. Aside from dialogue on current anti-corruption policy formation. AC Forum activities and findings will be widely publicized through media campaign and public sectors.
The consultant also will arrange the Expert Group meeting. Expert group, is the people who will be the advisor for AC Forum and who will lead and steer the forum. Expert group members are consists of the government, NGOs, Media and academician as well.
The key objectives for the assignments are :
To facilitate multi stakeholder involvement in supporting and monitoring implementation of Stranas PK, Public support, National strategy on supporting anti corruption movement. And specifically on: CSO Monitoring on UNCAC implementation, Propose idea on improving bureaucratic reformation, Guideline on monitoring and evaluation Stranas PK and Communication, Information, Education evaluation and civil society recommendation. The output of the Forum: Civil society resolution on strengthening and monitoring Stranas & RAPK in prevention and corruption eradication.
Consultant will also established AC Forum mailing list and database consisting of forum reports, studies, government policy documents, NGO reports on their corruption prevention activities which will complement the current Ant-Corruption Clearing House Database managed by KPK and GTZ, an associate in action.
Consultant will work under the coordination of TI Project Manager and will be based in TI's office. The consultant overall will also be under the coordination of UNODC's. Project Coordinator. The consultant will also report periodically and as requested to TI and UNODC.
IV. Scope of work Expected Results/Deliverables/Final Products Expected
Under the supervision of the UNODC Project coordinator and in coordination with TII's Project Manager, the milestones to be achieved by the consultant will include:
* Arrange meeting with relevant stakeholders/ authorities in relation to AC Forum Meeting and Expert Group Meeting
* Coordinate the involvement of stakeholders ( CSO, media, academician, Government, and other parties) in project activities. And Assist TII and UNODC in facilitating stakeholder meetings
* Sourcing and contacting suitable organizations, government or individuals to in the development of AC Forum agenda and content
* Provide an evaluation report on the meeting outcomes summarizing the results, challenges and recommendations for improving future AC Forum Meetings
* Working closely with key-stakeholders in the fights against corruption , which are to:
* integrate, support, disseminate AC forum members database: of forum reports, government, NGO and Civil Society efforts and information
* develop a mailing list for the AC Forum members and wider public audience
* Undertake other tasks as required by Project Coordinator/Country Manager UNODIC or TII's Program Manager
Expected Results :
* Organized AC Forum meetings
* Meeting/discussion with the Expert Group accomplished in support for AC Forum meeting
AC Forum mailing list and database established

VI. Recruitment Qualifications
Education: Bachelor degree in law enforcement, Law, Psychology, development or social studies. Masters degree is an advantage
Experience: Minimum of 3 years work experience in project implementation or coordination in law enforcement or related field
Language Requirements: Strong communication skills, report writing skills, and a proven ability to work in a multi cultural environment where a variety of languages are used. Having a broad network in Indonesia would be an advantage.
. The Consultant must have excellent communication and facilitation skills as well as strong interpersonal skills. He/she must have good organizational and planning skills.
