The project “Making Aceh Safer Through Disaster Risk Reduction in Development” (DRR-A) is a joint Government Indonesia – UNDP project, prepared to support Aceh’s Provincial & District government in their efforts of reducing disaster risk in the area. DRR – A is designed to make disaster risk reduction a normal part of the local level development process established in core functions of Aceh’s local government and their public and private partners especially in Aceh’s local communities where the most effective and direct actions can be taken to reduce physical, economic, and social vulnerability to disasters.

Background
II. Organisational Context
The project “Making Aceh Safer Through Disaster Risk Reduction in Development” (DRR-A) is a joint Government Indonesia – UNDP project, prepared to support Aceh’s Provincial & District government in their efforts of reducing disaster risk in the area. DRR – A is designed to make disaster risk reduction a normal part of the local level development process established in core functions of Aceh’s local government and their public and private partners especially in Aceh’s local communities where the most effective and direct actions can be taken to reduce physical, economic, and social vulnerability to disasters.
The project is aimed to produce four key outputs:
• Output 1: Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures
• Output 2: Demonstration of gender sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters
• Output 3: TDMRC-UNSYIAH strengthened to provide science-based information, service and knowledge assistance to the local government and other DRR proponents in implementing their DRR activities.
• Output 4: DRR public awareness programmes implemented to promote a gender sensitive “Culture of Safety” among the people and institutions of Aceh
• Output 5: Project effectively and efficiently managed, monitored, evaluated, and audited.
The National Project Manager is accountable to the Project Board of DRRA comprising UNDP, The Aceh Provincial Secretary and Aceh Disaster Management Agency (BPBA). He/she will operate under the general direction of the Provincial Project Director (PPD) of DRRA at the Provincial Secretary Office, which received the authority from Ministry of Home Affair (MOHA) as Implementing Partner, and the UNDP’s Disaster Risk Reduction Programme Manager. Guided by the PPD, the NPM will be responsible for the day-to-day management in implementing the DRRA project in line with Government of Indonesia and UNDP policies and procedures.
The NPM will keep the PPD up to date on project progress, issues on implementation, identify emerging risks and problems including recommendations to overcome those risks and problems, and under the guidance of Project Board, to put relevant remedial actions in place. The NPM will also work closely with Disaster Risk Reduction of CPRU-UNDP and UNDP Field Office team in Banda Aceh to ensure effective management and implementation supports are provided to the project in line with UNDP, GOI, and Donors regulations, and to ensure substantial alignment of DRRA with Government policy framework Disaster Management.

The National Project Manager will be responsible to manage the project with summary of functions as follow:
1. Planning and implementation DRRA project
2. Ensuring that project management functions effectively
3. Proper monitoring, evaluation, and reporting
4. Establishment and enhancement strategic partnership
1. Planning and implementation of DRRA project
• Contribute to the development of annual working plans and budgets in line with its Resources and Results Framework;
• Organize and ensure the overall quality, consistency and timely delivery of the intended DRRA outputs through support the project and activities of responsible government offices in Aceh;
• Ensure all project activities are in collaboration with the key stakeholders at the provincial level and implemented in alignment with its supporting roles
Expected Results:
• Project work and implementation plan developed in close consultation with the PPD and relevant stakeholders, which focused on achievement of results outlined in the RRF DRRA project;
• Project risks and issues recorded as relevant basis for revision of particular plans by also incorporating changes in project environment;
• Financial plan and operations are transparent and procedures/regulations for NIM projects are properly applied.
2. Ensuring that project management functions effectively
• Provide support and substantial input to the design of clear TORs for project personnel and consultants/experts;
• Supervise the outputs of the staff/experts (in terms of quality, accuracy and timeliness);
• Ensure for the constant development of the staff (through individual coaching and practical advice);
• Assess the staff/experts’ work and provide concrete feedback on his/her performance.
Expected Result:
• Strong and motivated project team is able to support delivery of DRRA outputs.
3. Proper monitoring, evaluation, and reporting
• Preparing quality and timely quarterly progress, annual donor reports, and other reports as required;
• Oversee the regular monitoring, evaluation and positive result assessment of project activities;
• Ensure that project lesson learnt documentation and project data-based is updated and maintained properly.
Expected Result:
• Fulfillment of UNDP internal and Government monitoring, evaluation and reporting requirements as well as external donor reporting obligations and clear reporting arrangements.
4. Establishment and enhancement strategic partnership
• Develop strong partnership with GOI institutions and identification of synergies with other agencies’ initiatives to ensure efficient coordination;
• Monitor the effectiveness of stakeholder outreach and participation processes by ensuring that all key stakeholders are able to contribute to project achievement;
• Build an effective relationship and strategic partnership with key personnel of relevant stakeholders that will support project implementation and achievement of its objectives;
• Provide advices on any deficits/gaps in project communications and suggest means for correction/remedy
Expected Result:
• Development and communication of the roles and responsibilities of the project team and enhancement the strong and productive partnership with stakeholders.

Successful implementation and achievement of DRRA Project Objectives and Outputs through effective implementation of project activities, effective management, strategic planning and partnerships, production of meaningful knowledge management , high-quality reports and regular monitoring and evaluation.

Required Skills and Experience

Experience: Minimum 4 years of professional experience, preferably in the field of development
Language Requirements: Fluency in English with excellent verbal and written communication
Other Requirements: Experience working with UNDP/UN agencies is essential; knowledge and familiarity of Aceh will be an advantage; previous experience in DRR project is an asset
