The Evaluation Office and Education Section in UNICEF HQ (NY) are seeking qualified and eligible individuals to submit a proposal to provide services to conduct a meta-analysis of evaluations that were conducted as part of UNICEF’s work in the education sector. This will be evaluations conducted by the Evaluation Office, Regional Offices, and Country Offices in the period 2007-2010.
(as per the attached TOR and RFP).
The application process is a two part submission.
Part I: Expressions of Interest (EOI)
Interested research consultants are required to complete and submit the EOI form, and provide a 2-page response to the 5 open-ended questions. EoIs should be sent by e-mail to: evalrecruit@unicef.org, no later than 18 April 2011, at 5.00 PM NY Time.

After submitting the EOI, applicants are requested not to wait for feedback, but move directly to the second part of the submission to work on and submit detailed technical and financial proposals, according to the attached Terms of Reference (TORs). Technical and financial proposals should be sent by e-mail to: evalrecruit@unicef.org, no later than 27 April 2010, at 5.00 PM NY Time.
Requirements for proposal: Applicants are required to submit the following:
a. a technical proposal, which includes background knowledge the applicant’s understanding of issues in programming for education development, equity issues in education, synergies in working the education sector, how the applicant would approach the meta-analysis (providing a brief summary of their thinking about the analytical/conceptual framework); the proposed methodology; and, a detailed work-plan with activities and time frames;
b. a detailed financial proposal, with a breakdown of costs for professional fees, travel, accommodation, data collection, analysis and report writing and administration support; and,
c. a sample report of an education research study/consultancy where the applicant was team leader/principal researcher, and principal author.
