DESCRIPTION OF PROJECT:
SESAMA (Sustainable Settlement with Economic Security of Uprooted People and Their Host Communities through Strengthened and Adequate Mediation Approach in Indonesia) is an EU-funded project that will be implemented by CARE Indonesia for a period of 3 years in Kupang, NTT. The overall objectives of the project is to provide support in ensuring the sustainable settlement and livelihoods for those new citizens (ex-IDPs) left behind in the recovery process through the group’s active participation in the mainstream development planning and budgeting process. The key activities that will be implemented by the project are: (1) facilitating the developmental processes Planning, Research, Implementation, Monitoring, Evaluation (PRIME) at the community level; (2) supporting community demand for government services through village wide planning, groups’ capacity building, technical assistance, and supporting the fulfillment of general needs of the community on
development/rehabilitation of water system, sanitation, school and health facilities; and (3) developing income and food sources through group organizing and skills training.
JOB SUMMARY:
HLSA Consultant, Main Consultant (2), Consultant Assistant (4) are to develop/review tools and methodology of HLSA, to train HLSA, to conduct HLSA in 15 villages in Kupang Regency, to do data verification and data analysis and to report a result finding of HLSA to SESAMA project, Care International Indonesia, West Timor, East Nusa Tenggara.
RESPONSIBILITIES AND TASKS:
1. Main Consultant (2)
a. Responsible to conduct a pre-assessment activities i.e. secondary data review, institutional data review/mapping, stakeholders identification and participation, Stakeholder participation in the design of Assessment.
b. Responsible to review/develop tools using HLSA Method and work together with SESAMA Team to develop tools based on needs of project indicators.
c. Conduct a capacity building/training for SESAMA Team, consultant assistants and village cadres on Key HLSA Techniques (e.g. concepts of data collection, methodology, review data collection forms, verification, reports etc).
d. Responsible to lead primary HLSA data gathering in 15 villages in Kupang Regency working with SESAMA Team and to ensure that both consultant assistants and village cadres who responsible to do data collection and data reporting understand their roles and responsibilities in data collection based on the project needs.
e. To do the data verification in 15 villages in coordination with consultant assistants.
f. Responsible to lead the process of data analysis in coordination with consultant assistants and SESAMA Team.
g. To lead the data Triangulation process at district level.

e. To support main consultant in data verification process
f. To produce daily report and Report on Village Profile
Outcome:
At the end of the project the main consultant have to submit:
- Final Report on HLSA in 15 villages in Kupang Regency
- 15 Villages Profile Reports produced by Consultant Assistances
- HLSA Manual & Documentation

1. Education: Minimum hold University Degree from social, agriculture, health, education, etc.

- Demonstrated ability to facilitate training on research/HLSA methodology
- Demonstrated experience in community development and community organizing.
- Ability to do reporting both in English and Bahasa
- Ability to communicate in English is preferable, excellent in Bahasa.
- Trustworthiness, integrity, good analytical thinking and attention to detail.
- Ability to work in a team.
