Request of consultants' CVs for DED-IPEC/ILO roaster for forthcoming evaluations

The ILO International program for Elimination of Child Labour (IPEC) is expanding the roster of evaluation consultants for its Design, Evaluation and Documentation Unit (IPEC evaluation function); in particular for a forthcoming set of Mid term and Final Evaluations to be rolled out in the next months in 2011 and 2012 covering more than 20 countries. The evaluations will include be at country, regional and global level.

The list of countries and regions follows:

    *      Asia: Bangladesh, Vietnam, China, India, Indonesia and Pakistan
    *      America: Brazil, El Salvador, Mexico and  South America subregion
    *      Arab Status: Lebanon and Syria
    *      Africa: Cabe Verde, Cameroonn,  Cote D’Ivoire, ECOWAS subregion, Ghana, Guinea Bissau, Kenya Malawi, Mali, Senegal and Togo
    *      Global program in statistics and research on child labour


We are looking for independent international or regional evaluation consultants to acts as team leader evaluators. The expected profile should fulfil the following characteristics:

Education:

Social development, economics or similar background
Training on planning and evaluation (desirable)

Experience:

Team leader of evaluations (minimum 5 evaluations in the last 2 years)
Applied social research (quantitative and qualitative)
English and Arabic/French/Portuguese/Spanish (i.e. written and spoken)
Regional and local languages (desirable)
Relevant regional, sub-regional or country level experience
Experience with social development projects and programmes, including areas such as employment, rural development, governance, poverty eradication, legislative reforms, human rights and international standards
Experience with child labour (desirable)

Locally based in the regions (desirable)
