I. Background on ACTED:

ACTED, l’Agence d’Aide à la Coopération Technique et au Développement, or the Agency for Technical Co-operation and Development, is an NGO registered in France with global operations in Central Asia, Europe, Latin America and Africa.

ACTED has been active in Indonesia since April 2005, assisting those affected by the tsunami and Nias earthquake. Until 2008, ACTED focused mainly on reconstruction and recovery, while interventions since 2008 have shifted towards development initiatives with livelihoods support programs and disaster risk reduction activities. The current sector of intervention is Livelihoods Recovery in Lahewa, Lahewa Timur and Afulu sub districts, North Nias District.

ACTED is currently looking for qualified candidates to fill the Cooperative and Microcredit Officer position in Lahewa (Nias).

II. Background of program:

In accordance with ACTED’s strategy to move interventions in Nias from recovery to development, ACTED implemented a Canadian Red Cross-funded livelihoods project in 26 villages in Lahewa district from January 2008 to December 2009. This project contributed to the restoration and development of the region’s economic backbone: the agricultural and fisheries sectors, while simultaneously establishing foundations for good local governance through capacity building work with village parliaments. Phase I of the ‘Consolidated Livelihoods Recovery Program on Nias’ project brought much in terms of training, development, and cohesiveness to targeted villages, and Phase II has been launched to maximize these impacts and ensure their sustainability. The second phase (April 2010-November 2011) will continue to focus on strengthening Self-Help Groups (SHGs) through monitoring and mentoring on revolving fund and groups dynamics, as well as the implementation of grants. ACTED will support the development of primary and secondary cooperatives in North Nias and will work closely with Dinas Koperasi.

III. Responsibilities:

Under the direct supervision of Deputy Area Coordinator, the Cooperative and Microcredit Officer will be responsible for :

1. Project Management

§ Managing a team of ACTED SHG staff, who implement the SHG components of the project and provide the Deputy Area Coordinator with input to build and strengthen capacities and fill gaps;

§ Providing overall leadership for the output of SHG activities and managing field supervision of the SHG Team. This includes setting objectives and work plan, monitoring for the SHG team to ensure that they achieve their objectives (and have the capacity to do so), and mentoring the SHG team in their day-to-day work.

2. Technical Aspects

* Contributing to the development and execution of the plan of action and implementation strategy of the project, in particular the review of cooperative and saving loan mechanism of SHG.
* In coordination with the Deputy Area Coordinator, conduct regular monitoring and provide on-going technical assistance to SHG team enable them to provide appropriate guidance to the SHG concerning cooperative and microcredit mechanisms.
* Coordinating with technical consultants, relevant local government agencies (e.g. Departments of Agriculture, Cooperatives, Small Trades and Industry, etc) to ensure that appropriate technical support is provided to the beneficiaries of the project.
* Assisting the Deputy Area Coordinator in facilitating the establishment of and strengthening 22 cooperatives as well as the formation of the secondary cooperatives in North Nias.
* In coordination with relevant technical experts to develop cooperative mechanism and saving guidelines, microcredit mechanism and regulations for SHG in line with government regulation.
* Developing project management tools that will ensure the effective and efficient implementation of project activities.
* Developing beneficiary progress tracking tools that will enable the project to measure and gauge effectiveness of project interventions.
* Providing training to the staff on cooperative and micro credit mechanisms to enhance staff capacity.
* Supervising the SHG team capacity-building and mentoring activities of SHG in the field.
* Providing inputs to the Deputy Area Coordinator for appraisal of staff performance.
* Providing support to the Deputy Area Coordinator on project exit and/or extension strategy.
* As necessary, co-facilitating training sessions with relevant government agencies and/or technical experts.
* Reporting of field visits and mentoring activities conducted and meeting minutes.
* Ensuring that gender issues are taken into account during the implementation so that both women and men benefit equally from the activities.
* Translation and interpretation services as required.
* Undertake other duties that may be assigned from time to time which are commensurate to the position.

3. Monitoring and supervision
· Coordinating with Appraisal Monitoring and Evaluation Unit (AME) Unit and ensuring that the AMEU system is effectively producing inputs needed for reporting.
· Planning and participating in evaluation activities.
· Integrating monitoring into SHG project activities.

4. Reporting:
· Providing weekly and monthly reports on activities to line manager.
· Sharing data with the AME Unit and working with them on survey forms, data collection strategy, and training of surveyors.
· Compiling the daily reports of SHG mobilizers.

IV. Qualifications:

Candidates must have the following qualifications:

Essential:

* Senior High School is a minimum requirement.
· Previous experience in cooperative and micro credit systems in Indonesia.
· Computer proficiency: Microsoft Word and Excel.
· Good reporting skills.
· Good interpersonal skills and willing to work under pressure.
· Ability to travel to remote areas (by motorbike).

Desirable:

* University degree in accounting
· Experience working with an international NGO.
· Good command of English.
· Knowledge of Nias language.
