Developer for Survey Database

SUMMARY
- Name of Project: INCLUSIVE EDUCATION
- Title of activity: Developer for Survey Database
- Duty Station: Yogyakarta, and Lombok for installing, training and testing the tool
- Timeframe: 4 weeks with 8 days in HIF Lombok Office
- Starting date: ASAP

Qualification Required:
- Diploma (D3) or Bachelor (S1) in IT including software development
- Have an experience working with NGO or INGO
- Have an experience in project/program Monitoring & Evaluation as well as participatory assessment tools (questionnaire)
- Preferably at least 1 year of experience in software and Database development and implementation.
- Advanced skills and experience in PhP, MySQL, Apache WebServer and other relevant database/statistic tools are required
- Understand English and able to communicate in English. Fluency in Bahasa Indonesia is a must.
- Presentation, training, knowledge sharing, and communication skills are required.
- Self-organization, autonomy, responsibility and precision are required soft skills.
- Candidates from Yogyakarta and surrounding area will be preferable.

1. Introduction
Handicap International Federation is a non-governmental organization, specialized in the field of international solidarity. It was formed in 1982, with its headquarters in Lyon (France). Handicap International Federation is working in over than 55 countries worldwide and a co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap International Federation is made up of a Federation and national associations which work together on mobilizing resources, co-managing projects and promoting the movements’ principles and activities. Handicap International Federation is neither exclusively a development NGO nor exclusively an emergency relief NGO. A Non-governmental, non-religious, non-political and non-profit making organization, Handicap International Federation works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant.

Handicap International Federation has been working in Indonesia since 2005 to support health and social initiatives related to disability issue. In collaboration with the Ministry of Social Affairs of Republic of Indonesia, Handicap International Federation Indonesia implements activities that will allow people with disabilities in Indonesia to have greater opportunities to exercise their rights to enhance their dignity.

Handicap International Federation Indonesia formulated a strategy which stated that the specific objectives of the activities are to increase the capacity of institutions and services working in disability field, confirming to general public and decision makers are aware that disability is a human rights and development issue, and empowering people with disabilities and their organization to become active actors in their communities.

2. Project Presentation
The right to education is universal and extends to all children. Still, it is considered that the majority of CwDs are out of school, while many of those enrolled are not learning adequately.

The overall objective of the present project is the full participation of children with Disability (CwDs) in Nusa Tenggara Barat communities. This long term objective will be reached in part as a result of the project implementation itself but also with the contribution of all sectors concerned.

In achieving the specific objective To contribute to a quality shift toward an inclusive education system in 3 districts and 1 urban city of NTB province, it is expected that Children with disability will be placed at the core of the learning system. The development of their learning environment should take a holistic approach whereby community actors such as community leaders, parents, DPs etc. participate in the education process. This approach, which will include the full participation of children, will be set up during the project to ensure sustainability of the inclusive education system. To obtain the full participation of CwDs, they themselves require the maximum close support in and out of school. This support should take into account the existing  education frameworks which are part of the decentralization process .Considering this main approach, the participation and commitment of all educational actors within the project as well as children with disabilities will be supported.in a particular activity based on project frame.
Moreover, support to the development of education policies and action plans defined at provincial and district level will be provided to ensure that they take into account all disabled children, encourage their full participation and promote diversity.

3. Rationale
Inclusive Education project start at January 2011, the first activity is an assessment. The activity now still on going. For the assessment team use some tools (questionnaire and identification form) to help the surveyor to collect the information from the participants. To record and help team to analyse the assessment result from questionnaire and  identification form, team need a database tools. Recently, the tools not yet developed. To developed database system for assessment team need a database officer.

4. Objective of this activity
The objective of the mission of the Database Officer is to ensure the Inclusive Education (IE) Project “Barriers to Education” Database setting-up.

Specific Objectives

- To review the “Barriers to Education” assessment tools used by IE team
- To review the outputs of the “Barriers to Education” assessment
- To design and develop the database on the basis of the Barriers to Education assessment
- To develop data request and analysis tools, as well as relevant statistic presentation tools
- Develop training guides and information manuals for database end-users and deliver training for users
- Install the database on HI system in Lombok Test the tool data input, analysis and request functions
- Train and mentor HI staffs and data entry person in Lombok on usage of the database

6. Budget

HIF will cover:
- Transportation to Lombok and comeback (1 round trip).
- Transportation during project for project purpose (except daily transportation from place of stay to the office)
- Daily per diem
- Accommodation in Lombok

Service Provider need to provide:
- Expected fee or price for database development for the aforementioned objective
