Partnership Director, Indonesia Health Systems Strengthening Project

RTI International is seeking Partnership Director candidates for an anticipated AusAID-funded Health Systems Strengthening (HSS) project in Indonesia. This national level program will work closely with the Ministry of Health, the Ministry of Finance, and Bappenas and will focus on strengthening policy for primary health care, health financing, and human resources development and improving access to and use of strategic data. The position will be based in Jakarta, Indonesia and tasked with the technical and administrative oversight of the HSS project 
 
Key Responsibilities
• Serves as AusAID and RTI’s key liaison to the Indonesian government counterparts, local organizations, and program partners;
• Responsible for providing overall technical vision and leadership to the program; Develops and implements annual program work plans and performance milestone plans and negotiates an agreement of those plans with AusAID, government counterparts, and partner organizations;
• Interfaces directly with AusAID on management and decision-making. Ensures that project activities are meeting client and stakeholder expectations and that project results are pro-actively disseminated;
• Provide overall direction for technical and administrative operations under the contract;
• Ensure the timely and quality completion of all program technical and financial deliverables and reports;
• Supervises and provides direction to all program technical team and administrative staff;
• Engage in active and effective advocacy with clients to generate strong support for sustainable health programs. Qualifications:
• Masters Degree or Ph.D. in the area of Public Health, Public Policy, Health Systems, Health Economics or related field preferred (or Bachelors Degree in one of above disciplines would be acceptable);
• Minimum of 12-14 years of relevant experience working in key health systems, health policy and program implementation issues with solid demonstrated experience working with high-level government officials and stakeholders in the health sector;
• Significant experience managing technical and administrative teams for donor-funded health programs and least five years of experience in Indonesia (work with AusAID-funded programs highly preferred);
• Qualified candidates should have significant technical expertise in health policy, health systems strengthening, or health financing; policy advocacy experience; and strong knowledge of the stakeholders and institutional actors (e.g., government agencies, universities, health professions associations, NGO leaders, and relevant civil society organizations) in Indonesia. He/she should have a technical competency in the complete policy process and program implementation;
• Exceptional management experience required, preferably in managing complex activities involving the coordination of multiple program partner institutions;
• Extensive knowledge of Indonesian health sector and context; past reforms and pending policy issues; law and regulations affecting the performance of the health sector and system;
• Fluency in English required; additional fluency in Bahasa Indonesia preferred. Only short listed applicants will be contacted.
