JOB SUMMARY:
The Program Director (PD) is responsible for ensuring that CARE’s program contributes to CARE’s vision and mission. The PD provides leadership in program development, implementation, reporting, contract compliance, management monitoring, evaluation and learning. S/He ensures CARE's programs/projects make a significant contribution to reducing poverty and social injustice. The PD is responsible for overseeing the developent, testing and implementation of new and innovative program approaches appropriate for the context of the CO.
The PD is responsible for overseeing the development of the overarching CO Program Strategy, as well as individual Program Strategies targeted at specific impact groups/populations. S/he manages a team of professionals focused on the implementation, management, design, funding, monitoring and evaluation of programs and projects (including emergency programs) that effectively address the underlying causes of poverty in line with CARE's Programming Principles. The PD also ensures accuracy and timely submission of all reports to respective CI Members and donors as well as maintains regular and transparent communications with them.
The PD will ensure that appropriate operating systems, structure, systems and people are in place, and continuously appraised, and modifications are implemented to ensure proper management of those projects and programs as well as cost-effectiveness and financial viability of the overall program operations.
The PD is a key member of the Country Office Senior Management Team and as such is responsible for leading and supporting CO initiatives. S/he is responsible for (along with the CD) in maintaining good working relationships with government officials, donors and other partners.
RESPONSIBILITIES AND TASKS:
Responsibility #1: Program Management (Level of Effort – 40%)
Ensure that programs and projects are managed in a manner which achieves the program/project goals, is in line with donor contracts and CARE policies and procedures, and demonstrate sound resource management.
Ensure that qualified staff and appropriate policies, systems, procedures and structures are in place at all times to properly manage CII’s programs/projects.
Ensure that all projects have updated project implementation plans in place
Monitor the CII programs/projects to ensure that they are implemented in a professional manner in line with the donor contract, as reflected in annual implementation plans and budgets and activity and expense reports.
Ensure that donor and government reporting is done according to agreed upon standards and in timely manner.
Ensure that projects are complying with the requirements imposed by GOI in MOUs and that sub-offices utilizes the facilities and privileges provided by the GOI in support of CARE’s work.
Work closely with program support units (HR/Admin, GOI, Finance, and Communications) to ensure proper coordination exists for efficient program implementation.
Ensure proper monitoring systems are applied to track progress and identify issues that constrain the smooth implementation of project activities; ensure system in place for timely course corrections as necessary
Ensure that updated database of partners in each region and geographical area mapping of projects and programs are maintained.
Ensure strong commodity management and accountability, where applicable.
Conduct periodical field visits to monitor programme performance and provide guidance to PMs on implementation.
Ensure that recommendations from previous audits are addressed and subsequent audits show improving trend.
Responsibility #2: Program Quality (Level of Effort – 20%)
Oversee the development, implementation, monitoring, evaluation and learning of country office programs and projects, and ensure that they are in line with CO strategic plan and program strategy and with the CI Programming Principles.
Ensure systems and staff are in place to guarantee that CO programs/projects are designed and implemented based on sound analysis, address the underlying causes of poverty and achieve measurable positive impact on the poor and marginalized.
Work with RPMs, PDQL and other senior staff to generate viable program pipeline in line with CO strategy and assist in identifying and securing funding for those programs
Ensure that proper monitoring and evaluation systems are in place to demonstrate impact on UCP and that program lessons are being used to promote improved programming and learning. Ensure that monitoring and evaluation systems respond to needs of the communities with whom we work as well as donors and government counterparts.
Oversee the development and implementation of a CO advocacy agenda that supports CO programs and, if possible, is in line with CO and CI priorities.
Ensure that disaster risk management is integrated into all programs
Ensure that GED issues are properly considered and addressed in all programs/projects.
Responsibility #3: Financial & Budget Management (Level of Effort – 20%)
Ensure that Program Unit and sub-offices operations budgets are based on approved annual operating plans and in line with approved budgets.
Ensure the financial viability of sub-offices; i.e., project budgets are able to cover the running costs of the sub-office; monitor and analyze sub-office structure , particularly in anticipation of changes in sub-office portfolio
Provide appropriate program inputs in the preparation of the CO annual budgets
Monitor expenditure monthly against approved operations budget and ensure compliance on all expenses in line with the signed donor contract and with CARE policies. Ensure PMs and RPMs are reviewing and signing off on monthly expenditure reports.
Review financial reports and provide guidance on adjustments as necessary.
Ensure that required project match are properly documented and reported.
Responsibility #4 : Program Development (Level of Effort – 10%)
Working with the Program Design & Quality Manager and Country Director, ensure the CO has an annual, rolling program development plan based on donor opportunities, role and interest of CARE International members, and builds on CO expertise and experience
Guided by the CO strategic plan and program strategy and design, provide guidance and support to the PDQL and RPMs/PMs in the identification of new programming opportunities
Explore possibilities of program funding diversification, including private sector, implementation through local partners
Ensure that new program design is integrated in program implementation cycle. In this connection, continuously gather and analyze data/information from the field, and feedback relevant information as inputs to project development and knowledge sharing.
Undertake contract negotiation with donors to ensure that CARE programs and financial objectives are achieved.
Liaise with GOI to secure support/endorsement on new program opportunities or project proposals.
Responsibility #5: External Relations and Partnerships (Level of Effort – 10%)
Establish and maintain regular and transparent communications and
effective working relations with relevant counterparts of GOI, CI
Members, donors, locally based INGOs, networks, coalitions and
relevant stakeholders
Uphold CARE’s good image at all levels, internal and external.
Articulate to all stakeholders CARE’s mission statement,
apolitical nature, and core values
Ensure compliance of all contracts and local government protocols
are properly observed
Maintain a high standard of transparency and accountability in all transactions are carried out with partners.
Cross-Cutting Responsibility #6: General Management
Ensure direct reports have an updated and well-defined job description clearly stipulating roles & responsibilities.
Provide advice and support to direct reports in the performance of their tasks and responsibilities as per their job descriptions.
Facilitate (working closely with relevant Jakarta office staff) provision of technical support required for effective functioning of decentralized sub-office; i.e., technical advice on procurement, asset management, IT, administration, Finance, HR, donor regulations, GOI, etc.)
Constantly monitor staff performances, based on staff performance plan, & provide feedback on both strengths and weakness areas; provide guidance or disciplinary action as needed.
Identify staff training needs & organize trainings to build capacity of the staff.
Undertake staff development through coaching, mentoring, regular output review and conduct of annual performance appraisal (APA).
Undertake appropriate actions in response to emergencies (when delegated by the CD).
In liaison with the responsible staff, ensure that CO security plans are kept up to date and that staff regularly follow mandatory security procedures identified as appropriate to the context.
Assist the CD during crisis management situations.
