Tetra Tech ARD, (http://www.ardinc.com) is accepting expressions of interest from qualified infrastructure finance consultants for a range of project and training activities funded by USAID and other bilateral and multilateral donors. This would include consulting with clients in the Washington DC area, although periodic travel to developing countries, particularly in Africa, will be required. The project requires the services of an individual with demonstrated expertise and experience in preparing major infrastructure project for financing, in structuring and implementing innovative financing mechanisms, including project financings involving public-private partnerships, and in providing transaction advisory services to senior government officials and financial institution managers. While the majority of projects will involve water infrastructure, candidates with experience in a range of project financings are preferred.
Responsibilities:
– Provide infrastructure financial advisory services to a range of government and private sector clients;
– Serve as senior finance adviser on projects funded by USAID and other international donor clients.
– Provide technical assistance to USAID in formulating and implementing innovative strategies for financing infrastructure projects in developing countries, particularly focused on water infrastructure.
– Develop training materials and lead training seminars for senior government officials and business executives on topics in the area of innovative project financing.
– Provide technical leadership for and supervision of consultant staff in the area of infrastructure finance;
– Establish and maintain productive and positive relationships with USAID, other US government agencies, international government officials, multilateral and bi lateral donor organizations, and local partners.
Requirements:
– Educational requirements include at least a Master’s degree in finance, economics, business administration, or a related field of study;
– A minimum of ten (10) years international technical experience in the area of project finance;
– Demonstrated success in structuring and implementing innovative infrastructure financial packages;
– Experience in project financing for water infrastructure projects is a plus;
– Experience in project financing in Africais a plus;
– U.S. citizenship or valid U.S. work permit required.

The anticipated project will support and enhance the ASEAN's capacity to advance good governance and regional security, and promote equitable and sustainable human development in the region.
