Mobile Data Collection System Development
Background/ Project Description
Mercy Corps is an international relief and development agency that exists to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities (please go to http://www.mercycorps.org/whoweare for more information). Since 1999, Mercy Corps has been working in Indonesia to improve the communities’ well-being and resilience through partnerships with local government and private sector in the areas of health and nutrition, water and sanitation, economic development, disaster risk reduction and preparedness, and emergency relief.
Mercy Corps health and nutrition interventions primarily aims to address the high rates of maternal and infant mortality, and child malnutrition. The interventions range from strengthening communities’ capacity to address the underlying problems of poor health/nutrition status, improving quality and access of essential health care, and supporting creation/enforcement of health policies.
Poor quality and use of data is one of the most crucial underlying problems of maternal and child health and nutrition in Indonesia. To address this problem, the Indonesia Ministry of Health has developed the Maternal Child Health Local Area Monitoring and Tracking (MCH- LAMAT) system that comprises of 3 major key components, as follows: Involvement of health providers (public and private) and community members in data
collection, Use of computer software and databases for data recording and analysis. For this purpose, the government recommends the use of the ‘Kartini’ software that has been developed with the support of UNICEF, andPartnership of government, health providers and communities in the use of data in decision making and formulation of actions.
While the pilot implementation of the MCH-LAMAT system has shown positive results -particularly in regard to the 3rd component. The use of the MCH-LAMAT for providing accurate, complete and timely data is still a challenge. Currently, the LAMAT system uses paper-based forms to collect and report MCH data from the lowest level of data gathering (community level) to the higher levels (health enters, government health administrators, etc.). The use of paper based data collection introduces a high potential for errors and a time-delay that results in incomplete, inaccurate and late reports.
In order to improve accuracy and timeliness of MCH-LAMAT data, Mercy Corps with support from USAID Child Survival and Health Grant Programs intends to develop an innovative MCH-LAMAT data collection method using mobile-phones that will be applicable at the community level, Public Health Centre (Puskesmas) and also government offices at the higher levels such as district/municipality/provincial health offices. The model will be developed and tested in Jakarta, but the vision is to develop a model that can also be implemented in other areas across Indonesia, with a particular focus on remote areas.
Task/Job Description
The Consultant for mobile phone data collection system development will be responsible for the following key actions:
1. Identify existing opensource mobile data collection/reporting software, that is user-friendly, and that is compatible with data recording and analysis software that is commonly used in Public Health Centers and government health offices.
2. The identification of appropriate opensource mobile data collection/reporting software will also include an analysis of the mobile phone user profiles in the target locations
3. In conjunction with the health team and relevant stakeholders identify and agree on which opensource data collection/reporting software will be used – this will be based on a set of criteria that will be drawn up and agreed upon with all key stakeholders
4. Develop and test electronic data collection forms to enable easy collection and reporting of MCH-LAMAT data based on the final data collection/reporting software selected.
5. Test and provide recommendations on integration of the selected mobile data collection method with the government’s Kartini software.
6. Develop protocols for use and implementation of the data collection/reporting software and for trouble shooting
7. Train Mercy Corps team and MOH partners on the use of the selected mobile data-collection method

Qualification Summary
- At 5-7 years of varied work experience working on subjects relevant to the scope of this consultancy (mobile data collection, electronic health records, etc.).
- Experience with management information system, data processing and design of databases for analysis
- Familiar with Indonesia Health Information System (HIS). Experience with implementation of MCH-LAMAT
- Knowledge and experience on the implementation of Kartini software is an advantage
- Holds minimum Bachelor’s Degree in information and communication technology or in computer science. An advanced degree is an advantage
